Fifth annual awards for energy efficiency presented

FREDERICTON (GNB) – The fifth annual Premier's Awards for Energy Efficiency were presented on May 9 in Fredericton to 13 recipients by Premier David Alward.

The awards were created by Efficiency NB to recognize innovation and leadership in energy efficiency.

Alward said that over the five-year history of the awards there have been significant accomplishments in the field of energy efficiency in New Brunswick with more than 25,000 homes retrofitted and a reduction in energy use equal to that of 43,000 homes.  

“This year's award recipients are great champions of energy efficiency who play a leadership role in helping our province achieve our climate change goals,” he said. “Their efforts also contribute to our plan for rebuilding New Brunswick's economy and adding jobs in our communities.”

Outstanding Energy Efficiency Project Awards were presented to the six best performers in Efficiency NB's energy efficiency incentive programs:
 
• Commercial Retrofit, Heritage Resources Inc, Moncton;
• Commercial New Construction, One Peel Plaza, Saint John Police Headquarters, Saint John;
• Residential Retrofit, Harold Michaud, Saint-Paul;
• Residential New Construction, Richard Kowalski, Mazerolle Settlement;
• Residential Multi-Unit Retrofit, J&D Apartment Rentals, St. Stephen
• Residential Multi-Unit Retrofit, Michael MacLeod, Riverview; and
• Residential Multi-Unit New Construction, Wilshire Development, Moncton.
         
A public call had been issued for nominations for Energy Efficiency Champion Awards, and were presented in five categories:

• Commercial Sector, NATECH Environmental Services Inc, Hanwell;
• Small and Medium Industrial Sector, True North Salmon, Blacks Harbour ;
• Industrial Sector, Rajeev Goel and Suresh Pai, AV Group, Nackawic and Atholville;
• Residential Sector, Kent Homes, Bouctouche; and
• Individual, Samir Yammine, Saint John.

The Community Award for Outstanding Energy Efficiency Achievement was presented to the Shediac Bay Watershed Group for its efforts to educate individuals and businesses about energy efficiency.

Efficiency NB offers presentations on the 2011 National Energy Code of Canada for Buildings

FREDERICTON (GNB) – Efficiency NB is offering several presentations reviewing the 2011 National Energy Code of Canada for Buildings (NECB) and its impact on new commercial building design and construction in New Brunswick. The presentations will run from March 26 to 28, in Moncton, Saint John, and Fredericton.

“These presentations will help New Brunswick's commercial building designers to be prepared and ready for the adoption of the NECB 2011,” said Efficiency NB president and chief executive officer Margaret-Ann Blaney.

The NECB establishes and details the building code requirements that new buildings must meet and sets the minimum standards for new construction. The changes will ensure that new buildings are at least 25 per cent more efficient than those built under the previously adopted Model National Energy Code of Canada for Buildings (1997).

The presentations are designed for architects, engineers, code officials, contractors and other stakeholders in new commercial buildings. Participants will receive an overview of the energy code and energy savings potential in building design in preparation for the anticipated adoption of the NECB 2011 by the province.

Topics will include the role of NECB, a review of real building energy performance over time, the impact of windows and walls on building performance, cost effectiveness and proven strategies, and how the NECB is implemented

Participants will also be introduced to Efficiency NB's Start Smart New Commercial Buildings Incentive Program and the pending program adjustments to account for the new energy code.

English language presentations will be held in Saint John, Fredericton, and Moncton, and a French workshop will be held in Bathurst. The fee is $33.90 per person, including HST. Workshops in energy simulation software offered by Efficiency NB

FREDERICTON (GNB) – Efficiency NB is offering a two-day workshop in Moncton beginning March 20 for experienced users of CanQUEST/eQUEST. CanQUEST is a free software application that aids in building energy design, analysis, and checking energy code compliance in Canada.

“Energy modelling software enables building owners to analyze design choices and identify elements that have the biggest impact on their design,” said Efficiency NB president and chief executive officer Margaret-Ann Blaney. “Modelling makes energy efficiency targets achievable at the outset of designing a building and CanQUEST helps illustrate how to attain building performance targets within budget.”

Through the simulation software, design professionals complete a whole-building analysis in order to evaluate and maximize building design and performance gains in a facility, and confirm whether a project is viable.

The workshop, for architects, engineers and other design professionals, will help participants expand their knowledge in energy modelling and the energy performance of buildings, as well as develop a better understanding and skill set for using the simulation tools.

Nominations open for energy efficiency awards

SAINT JOHN (GNB) – The call for nominations for the fifth annual Premier's Awards for Energy Efficiency opens today and closes Friday, March 15.

Efficiency NB created the awards to recognize the foremost examples of commitment and innovation in energy efficiency in the province. Premier David Alward will present the awards in Fredericton on May 9.

“Innovative energy solutions are an important part of our plan to rebuild New Brunswick's economy and strengthen our environment,” said Alward. “Individuals, businesses, and communities are investing locally in energy efficiency projects and are not only enjoying lower energy costs but are decreasing our impact on the environment by lowering greenhouse gas emissions. These are stories worth celebrating.”

The public and the business community are encouraged to nominate New Brunswick individuals, companies, organizations or communities for one or more of the following awards:

•    Energy efficiency champion - commercial sector;
•    Energy efficiency champion - industrial sector;
•    Energy efficiency champion - small and medium industrial sector;
•    Energy efficiency champion - residential sector;
•    Energy efficiency champion - individual; and

Efficiency NB and Saint John Energy team up to give homeowners a holiday lighting upgrade

SAINT JOHN (GNB) – Efficiency NB and Saint John Energy will provide three Saint John homeowners with an LED holiday lighting makeover today.

Re-light Saint John is a joint initiative between the two organizations to promote the benefits of LED (Light Emitting Diodes) holiday lights.

Saint John Energy crews will replace the inefficient traditional holiday lights at three randomly chosen Saint John homes, beginning at 10 a.m. with a home at 230 Mount Pleasant Ave. in east Saint John and continuing with a home on Loch Lomond Road and then one on Chapel Street, on the west side, in the afternoon.

The initiative will help demonstrate to Saint John residents how they can make their homes brighter this holiday season while paying less for electricity.

LED lights use 90 per cent less energy for the same festive look as traditional bulbs, and last up to 10 times longer. Replacing just six strings of traditional lights with LED light strings could save about $40 in energy costs in one season.

“Decorating homes for the holidays is a tradition for many,” said Margaret-Ann Blaney, president and chief executive officer of Efficiency NB. “LED holiday lights use less energy than standard lights making them the most cost-effective choice when it comes to lighting up your home and tree.”

Energy savings aside, there are further benefits to switching to LED lights: they do not give off heat which can cause a fire hazard; they also come in just as many shapes, sizes and colours as traditional bulbs; and if one bulb burns out, it does not take out the whole string of lights.

Efficiency NB offers workshop on recommissioning buildings

FREDERICTON (GNB) – Efficiency NB is offering a one-day workshop on Dec. 12 in Fredericton to teach building operators and managers how to reduce expenses and increase revenue through building recommissioning.

 

Through improved building operations, organizations can save five to 15 per cent on energy use. The workshop is based on the CanmetENERGY Recommissioning Guide for Building Owners and Managers from Natural Resources Canada.

 

“With the skills and knowledge to implement recommissioning projects, building owners can reduce costs and optimize building performance,” said Efficiency NB president and chief executive officer Margaret-Ann Blaney. “This helps the bottom line and can also make the building more comfortable in which to live and work.”

 

Recommissioning focuses on optimizing an existing buildings' design features for energy efficiency and directly addresses equipment performance and system integration issues to improve a building's overall performance.

 

At the workshop, participants will learn the costs and benefits of recommissioning; how to plan, develop and implement projects; how to quantify and allocate a budget for their recommissioning project; generate a business plan; choose a building to recommission; select a service provider; and track and analyze project results.

 

The workshop fee is $150 and is intended for professionals involved in building design, management and operation; directors or chiefs of engineering; property or facility managers; property management firms; operations and maintenance staff; control technicians and building automation supervisors; recommissioning service providers; and consultants in energy management. The workshop is not designed for recommissioning practitioners.

MONCTON (GNB) – Efficiency NB is offering Advanced Retscreen Suite and Retscreen Plus Module Training, Nov 15-16, in Moncton.

 

This highly interactive, two-day training for experienced energy management professionals will analyze case studies related to commercial buildings and their energy use, giving energy managers the opportunity to learn and develop their skills in the Retscreen Suite of software.

 

Retscreen software, a Microsoft Excel-based clean energy analysis tool, helps decision makers to quickly and inexpensively determine the viability of potential energy efficiency, renewable energy and cogeneration projects. Retscreen Plus allows project managers to easily verify the ongoing energy performance of their facilities.

 

“With the proper tools, building energy managers can have a thorough understanding of how energy is used, allowing them to better control energy costs and assess potential projects,” said Margaret-Ann Blaney, president and chief executive officer of Efficiency NB.

 

Workshop participants will gain a working knowledge of basic Retscreen tools. They will be introduced to the monitoring, targeting and reporting functionality of the software and its application to energy auditing and energy performance management as well as learn how to assess building envelopes and heating, ventilation and air-conditioning measures in commercial buildings. Participants will also become familiar with the use of renewable energy modules with a focus on ground source heat pump applications in commercial buildings.

 

This workshop is for experienced energy management professionals with prior experience in one or more of the following: energy auditing of industrial, commercial and institutional facilities; energy/utility management in industrial, commercial and institutional organizations; facility and/or maintenance management with an energy management background; and building operations management and supervision with an energy management background.

Course to offer certification for energy managers

MONCTON (GNB) – Efficiency NB is once again co-sponsoring a certified energy manager course, Sept. 24-28 in Moncton. The course provides detailed instruction about many aspects of energy management and the latest developments in reducing energy costs.

"Energy is a controllable cost, and energy managers are a key resource for industrial facilities and commercial buildings to reduce and manage energy consumption effectively," said Margaret-Ann Blaney, president and chief executive officer, Efficiency NB. "Efficiency NB is helping to develop the knowledge and skills within industry to manage energy for greater productivity and profitability."  

New Brunswick has more certified energy managers than any other province in Atlantic Canada. Since Efficiency NB first made the course available in 2008, the number of certified energy managers has increased to 38 from two.

Efficiency NB will be sponsoring the program in partnership with the Canadian Institute for Energy Training and the Association of Energy Engineers.  

Energy management professionals, project engineers, and energy managers from industrial facilities commercial buildings, municipalities, energy utilities, and those working in the energy service field may be interested in achieving the certified energy manager designation.

FREDERICTON (GNB) – The fourth annual Premier's Awards for Energy Efficiency were presented to 13 recipients on May 10 by Premier David Alward in Fredericton.

 

The awards were created by Efficiency NB to recognize innovation and leadership in energy efficiency in New Brunswick.

 

Alward said New Brunswickers should be proud of what is being accomplished throughout the province. 

 

“This year's winners have demonstrated, in all regions of New Brunswick, the benefits of energy efficiency to the environment and also to a strong and sustainable economy,” he said. “They have become advocates for reducing energy use in their homes, workplaces and communities. NB Power Encourages All New Brunswickers to Participate in Earth Hour 2012

Fredericton, N.B. – On Saturday, March 31, 2012, NB Power, in collaboration with the New Brunswick Departments of Energy, Environment and Local Government, Efficiency NB, Saint John Energy, Perth-Andover Electric Light Commission, and Edmundston Energy, encourage all New Brunswickers to participate in Earth Hour 2012.


Earth Hour is a global grass-roots movement encouraging individuals, businesses and governments around the world to take positive actions for the environment, and celebrate their commitment to the planet by turning off their lights for one designated hour – 8:30 p.m. to 9:30 p.m.


“On March 31, 2012, New Brunswickers can make a difference during Earth Hour by reducing their energy consumption between 8:30 and 9:30 p.m.,” said Minister of Energy, Margaret-Ann Blaney. “We encourage you to turn off the lights and unplug your world.”


Participating is easy, simply turn off your lights, non-essential appliances and reduce your heat settings for one hour on Saturday evening between 8:30 p.m. and 9:30 p.m. Taking part in this initiative can be fun and also offers an opportunity to share information with your family and friends about electricity consumption. Remember, safety comes first when participating in Earth Hour. Please make sure that candles, or any open flames, are not left unattended, in drafty areas or near flammable objects.


“Last year, New Brunswickers showed their support for Earth Hour by reducing their electricity consumption by 24 megawatts for one hour. That is the equivalent to turning out 480,000 lights,” said Gaëtan Thomas, NB Power President and CEO. “Let’s aim for 26 megawatts this year by spreading the word to your families, friends and neighbours.”


Earth Hour was introduced in 2007 in Sydney, Australia and has transformed into a global phenomenon that saw more than 135 countries and territories participating last year, making 2011 the biggest Earth Hour ever.


“Earth Hour is the world’s largest climate change initiative and I encourage all New Brunswickers to take this opportunity to think about the energy they use and how they use it,” said Minister of Environment and Local Government and Minister responsible for Efficiency NB, Bruce Fitch. “Household activities and everyday behaviours account for 25 percent of New Brunswick’s greenhouse gas emissions. Collectively, small lifestyle changes, such as switching off non-essential lights, can have a huge impact on conservation efforts and better position us to address the effects of climate change. New Brunswickers will be participating at home or through community events throughout the Province and I applaud all of their efforts.”

SAINT JOHN (GNB) – The deadline for nominations for the Premier's Awards for Energy Efficiency has been extended by Efficiency NB by one week, to Friday, March 30.

 
This is the fourth year for the event, which recognizes individuals, communities, businesses and industries for their innovation and leadership in the field of energy efficiency in New Brunswick. Sponsors this year are NB Power, MCW Maricor, Atlantica Centre for Energy, Irving Energy, Energy Performance Services and Kent.

Super-energy efficient housing conference to be held

SUSSEX (CNB) – A conference on building super-energy efficiency housing will be held in Sussex on March 29. The event, the first of its kind in this region, should be of interest to contractors and builders.

 

Efficiency NB is running the event, which will bring together some of the builders who are leading the construction of super-energy efficient housing in New Brunswick.

 

"This conference is a first in Atlantic Canada and underlines the growing interest in super efficient new housing," said Lesley Rogers, vice-president of Efficiency NB. "It is a great opportunity for builders and contractors to learn from those who are leading us toward the next generation of energy-efficient housing."

 

The guest speaker will be an award-winning builder from Edmonton, Alta., Peter Amerongen, builder of the Riverdale Home, a Canada Mortgage and Housing Corp. EQuilibrium net zero energy housing project.

 

Other presenters will include:

 

  • Eric Tusz King of EnerGreen Builders, an advocate of a passive solar approach;
  • Tim Naugler of Southern Exposure Construction, experienced in passive house construction;
  • Axel Lerche of EcoPlusHome, builders of net zero energy housing; and
  • Hector Doiron of Efficiency NB, who will share his experience with super-insulated construction.

 

The conference format will enable builders to talk with each other about how they build and what they have learned. Efficiency NB will present energy performance details for several homes that will be discussed.

Workshops to help save on lighting costs for commercial buildings

SAINT JOHN (CNB) – Efficiency NB will present a one-day workshop for owners of commercial buildings, facility managers and others interested in learning more about economical and energy efficient lighting systems.

An English workshop will be held on Oct. 25 in Moncton and a French one will take place in Miramichi on Oct. 26.

"Lighting systems are an excellent area for reducing energy use in commercial buildings by using high performance lighting technologies which provide better quality light and lower operating costs," said Lesley Rogers, vice-president of Efficiency NB. "Businesses and industrial facilities can adopt energy efficient measures and see quick and significant savings."

Participants will learn the principles of efficient lighting including the evaluation of lighting levels, quality and maintenance. Other topics include lighting fixture and control technologies; common upgrades; retrofit and redesign options; and management strategies as they apply to space use and function.
 
Both workshops will be delivered by Econoler Training Centre, which offers various internationally-recognized training courses and certifications in energy efficiency and renewable energy.

With the help of Efficiency NB funding, AV Cell Inc. has invested more than $20 million in energy efficiency projects, including a new $18-million anaerobic reactor that is under construction. These projects will result in savings of more than $3 million annually and will significantly decrease greenhouse gas emissions.

A new pilot project between Efficiency NB and AV Cell Inc. was announced today that increases the role individual employees can play in identifying energy savings.
 
"This is another example of how our programs are resulting in significant energy savings for industry in this province," said Energy Minister Craig Leonard, minister responsible for Efficiency NB. "AV Cell Inc has a tremendous commitment to energy efficiency and I congratulate them on their leadership and on the continued success of their many innovative efficiency projects."

Officials from Efficiency NB joined AV Group chief executive officer Shankar Ray and other senior managers at an energy awareness event for the company's 270 employees at the Atholville mill. Throughout the day, employees learned about the facility's energy use. Also on display were details of the new anaerobic reactor that will digest organics in the plant wastewater and generate methane-rich biogas. This biogas will be converted into renewable energy, replacing Bunker C fossil fuel and biomass.

Ray received a plaque from Efficiency NB in recognition of the company’s ongoing commitment to energy efficiency. The company was an early adopter of energy efficiency programs and has invested in six unique and innovative energy saving projects, while also reducing greenhouse gas emissions.

"Efficiency NB has invested nearly $700,000 into projects that have leveraged $20 million worth of investments from AV Cell,” said Leonard. “In addition to investing in innovative energy efficiency projects like the anaerobic reactor, I am pleased that AV Cell recognizes the key role employees play in maximizing operational efficiencies. Engaging employees in energy efficiency practices on a daily basis will definitely result in energy savings for both for the company and the province."

The employee initiative focuses on making energy use visible and includes training on how to spot energy savings opportunities, as well as the promotion of energy efficient practices.

"We have benefited greatly from the assistance of Efficiency NB," said Ray. "They have really helped with our investment decisions and they have helped our employees gain valuable expertise in energy management."

The Atholville mill is under the AV Group, which is a member of the pulp and fibre business of the Aditya Birla Group. The group operates a second mill, AV Nackawic, located in Nackawic. Both facilities produce dissolving grade chemical pulp which is exported to India, Thailand, Indonesia and China as a raw material in textiles manufacturing.

Efficiency NB's energy efficiency program for large industry provides incentives, training, and direct support to most of the large industries in the province. Energy advisors help companies measure and manage energy use and help them determine where to invest in energy efficiency projects.

Workshop to focus on energy efficiency in industrial pumping systems

SAINT JOHN  – Companies will have an opportunity to learn how to reduce energy costs and greenhouse gas emissions at an Efficiency New Brunswick workshop to be held in Fredericton on Sept. 7.

The workshop is intended to give participants the knowledge, skills and tools to undertake energy efficiency projects within their pumping systems.

"This type of training is not accessible locally, so we are pleased to bring this course to New Brunswick," said Douglas Holt, acting president and chief executive officer, Efficiency NB. "It helps us build capacity in the energy efficiency sector for industry."

The workshop is designed for energy practitioners involved in design, maintenance or operation of pumping systems. This will include energy managers in the industrial, commercial and institutional sectors; energy management service providers and consultants; and others who are responsible for evaluating savings opportunities.

It will be led by two leaders in the field:

●    Gunnar Hovstadius, a consultant with the United States Department of Energy and the United Nations Industrial Development Organization; he is recognized and respected worldwide with more than 30 years of  expertise in pumping systems; and 
●    Vern Martin, a senior mechanical engineer and partner in FLOWCARE Engineering Inc., a company specializing in fan, pump and blower technical consulting services that helps companies improve system performance and energy efficiency.

First two homes to qualify for highest energy efficiency incentives

SAINT JOHN  – Two new homes in Moncton are the first to qualify for Efficiency NB's new incentive for net zero construction - the highest energy efficiency standard in North America.

The homes were built by Martell Home Builders and EcoPlus Homes in Sterling Meadows, a new housing development on MacCoun Street in Moncton.  Sterling Meadows will eventually become a community of highly energy-efficient homes and the province's first ECOmmunity. One of the homes is open to the public on Sunday, Aug.  21, from 1 p.m. to 4 p.m.

"I am pleased to see our provincial programs resulting in these kinds of exceptional efficiency standards being met for new home construction," said Energy Minister Craig Leonard, the minister responsible for Efficiency NB. "I congratulate Martell Home Builders and EcoPlus Homes for their exceptional commitment to energy efficiency and to the environment. I look forward to more homes being built that take advantage of Efficiency NB's new net zero energy efficiency incentives."

These homes combine a highly energy-efficient building with high-efficiency heating, ventilation and hot water systems; and an alternative energy system that will produce at least 50 per cent of the electricity needs for its residents. This combination makes the houses eligible for the maximum incentive for new construction. Anyone interested in building a net zero home should contact Efficiency NB before beginning construction.

The Residential Energy Efficiency Program offers incentives of $1,500 to $7,500 for new construction and up to $6,000 for upgrades to existing residential buildings. More information about programs for residential and commercial buildings, and for industry is available online.

Households in Saint John’s north end to receive energy-saving light bulbs

SAINT JOHN  – Efficiency NB will distribute more than 4,000 energy-saving light bulbs to households in Saint John’s north end on Saturday, Aug. 20, through community organizations ONE Change and Housing Alternatives.

The pilot project will kick off at 1:30 p.m. at a North End Days event hosted by ONE Change at Victoria Park.

Efficiency NB staff will be on hand to distribute light bulbs, answer questions about their installation and use, and to provide energy -saving tips and information about energy efficiency programs.

In addition to the light bulb give-away, Efficiency NB is partnering with ONE Change to distribute them door-to- door and will be providing them to Housing Alternatives Inc. for direct installation in housing units by the organization's maintenance staff.

Based on how many light bulbs are distributed, Efficiency NB will be able to estimate how much energy will be saved through the project.

"We will estimate the savings that result from the installation of the energy efficient compact fluorescent light bulbs," said public outreach manager Rachel Lanteigne. "We expect that this will illustrate how important even simple measures and behaviour changes are in decreasing energy consumption.”

Lanteigne recommends that the light bulbs be installed in rooms that are often used, such as kitchens, living rooms and family rooms.

"Another great benefit to this project will be the educational component," said Kit Hickey, executive director of Housing Alternatives Inc. "I think we will all be surprised at how easy it is to save energy just by doing some simple low-cost actions and by paying attention to our own bad habits."

Saint John Energy helped develop some of the educational materials that will be distributed and will be providing energy consumption data.

Premier’s Awards for Energy Efficiency presented

FREDERICTON (CNB) – The third annual Premier's Awards for Energy Efficiency were presented today to 12 recipients by Premier David Alward in Fredericton.

 

The awards were developed by Efficiency NB to recognize innovation and leadership in energy efficiency in New Brunswick.

 

Alward said he was impressed by the diversity among the award winners.

 

"There are industries, municipalities, individuals, students and not-for-profit organizations from all corners of the province," he said. "All of them have recognized the importance of energy efficiency and understand the value of reducing energy use." 

 

Alward congratulated the winners for their achievements, and he encouraged New Brunswickers to follow their example by looking for ways to become more efficient at home and at work.

 

Outstanding Energy Efficiency Project Awards were presented to the best performers in six of Efficiency NB's energy efficiency incentive programs:

Changes to residential energy efficiency programs

SAINT JOHN (CNB)– Efficiency NB has revised its residential energy efficiency programs to achieve higher targets and to help New Brunswickers realize greater savings.


"The revised Residential Energy Efficiency Program will reward New Brunswickers for completing more energy-efficient upgrades; for building more energy-efficient homes and apartment buildings; and for using renewable energy systems such as solar domestic hot water systems and geothermal heat pumps,” said Craig Leonard, minister responsible for Efficiency NB.


Revisions come into effect April 1. Owners of homes and apartment building who completed energy assessments prior to April 1 will follow the program guidelines in place earlier, until Oct. 1. After that date all applications will be assessed using the new guidelines.


Changes to the program for existing homes and apartment buildings include an increase in incentives for upgrades with high energy-saving potential. Upgrades with low energy-saving potential will receive lower incentives.


A new Whole Home Incentive can provide up to an additional 20 per cent in funding when upgrades are completed in three of four major areas: central heating, attic insulation, basement insulation, and wall insulation. Owners who carry out comprehensive whole home upgrades can realize up to a 50 per cent reduction in energy use and may be eligible for the maximum incentive of $6,000, which has been increased from $2,000. Homeowners who carry out whole home upgrades and actually achieve a Net Zero rating may be eligible for an additional $4,000 in incentives.


A Net Zero home or building is connected to the electric power grid but combines a super energy- efficient building with renewable energy systems that produce most, or all of its energy needs on an annual basis.


Efficiency NB will subsidize the cost of a home energy assessment for existing residential buildings by 50 per cent to a maximum of $260. Homeowners with homes up to 4,000 sq. ft will pay $150 for the pre-upgrade assessment and $110 for the post-upgrade assessment with Efficiency NB paying an equal share.


Program changes for new homes and apartment buildings include an increase in the required EnerGuide rating from 80 to 83. Homes with an 83 rating are 25 per cent more energy efficient for space heating and domestic hot water than 80-rated homes.  The maximum grant also increases from $3,000 to $7,500 for those homes that achieve a Net Zero rating. Efficiency NB will also subsidize the cost of a new home energy assessment by up to 50 per cent.


"With the same level of government investment these revisions help homeowners achieve even greater savings and reductions in greenhouse gas emissions," said Elizabeth Weir, president and chief executive officer of Efficiency NB. "By raising energy efficiency targets the government is continuing to demonstrate its strong commitment to energy efficiency."


The program offers advice on energy efficiency and incentives for new and existing residential buildings.  Participation begins with an energy assessment conducted by an energy advisor who has been licensed by Natural Resources Canada.


Owners of existing homes and apartment buildings receive a list of recommended upgrades and have 18 months to complete some or all of them. A second assessment measures the improvement in energy efficiency and verifies the completed upgrades, which may make the owner eligible for funding to help offset the upgrade costs. New homes and apartment buildings have an energy assessment which includes a review of the building plans; recommendations for improving energy efficiency during construction; and validation of the energy efficiency rating once the home is complete.


Since 2005 Efficiency NB programs for the residential, commercial and industrial sectors have resulted in almost $27 million in annual energy savings and reduced annual greenhouse gas emissions by 170,000 tonnes, an impact equivalent to taking more than 30,000 cars off the road for one year.

Seminars offered on marketing energy-efficient homes

SAINT JOHN (CNB) – A one-day seminar for builders, realtors and homeowners about effectively marketing and selling energy-efficient homes is being offered by Efficiency NB in partnership with Natural Resources Canada.

With advice specifically tailored to the New Brunswick market, instructor Gord Cooke will examine complex issues in building science and break them down into easily understood elements with practical real-world applications for all audiences.

The seminar will cover topics such as: differentiating and marketing high performance homes; sales training; air quality management; heating, ventilating, air conditioning (HVAC) design; and energy- efficient building science principles.

Cooke is an advocate for better building practices and has conducted energy audits and performance testing in new homes for more than 20 years. He has expertise in indoor air quality topics as well as a technical background in ventilation and HVAC systems.

Marketing Energy Efficient Performing Homes seminars will be offered from 8 a.m. to 4:30 p.m. in Saint John on March 21; in Fredericton on March 22 and in Moncton on March 23.

Nominations open for energy efficiency awards

SAINT JOHN (CNB) – The call for nominations for the third annual Premier's Awards for Energy Efficiency opens today.

Efficiency NB created the awards to recognize innovation and leadership in the field of energy efficiency in New Brunswick.  Premier David Alward will present the awards in Fredericton in May.

"Each year, when we look through the many nominations received, we learn about New Brunswick individuals and organizations leading the way in energy efficiency in all sectors in the province,” said Alward. “The awards allow us to recognize these leaders for their commitment and present an opportunity to share their efforts as examples that any of us can follow."

The deadline for submitting nominations to Efficiency NB is Tuesday, March 15. The public and the business community are encouraged to nominate New Brunswick individuals, companies, organizations or communities for one or more of the following awards:

•    Energy efficiency champion – commercial sector;
•    Energy efficiency champion – industrial sector;
•    Energy efficiency champion – small and medium industrial sector;
•    Energy efficiency champion – residential sector;
•    Energy efficiency champion – individual; and

FREDERICTON (CNB) – Nearly 6,000 low-income households have benefited from energy efficiency improvements to their homes since the Provincial Energy Efficiency Retrofit Program was introduced in 2006.

The Department of Social Develop offers the program in partnership with Efficiency NB. It provides financial help to improve the energy efficiency of housing occupied by low-income households. The provincial government has invested more than $22 million in the program since July 2006.


"In some cases, homeowners have saved $1,600 a year in energy costs after their homes have undergone energy efficiency improvements," said Social Development Minister Kelly Lamrock. "This program has helped low-income households and private, non-profit corporations and co-operatives with these renovations. As a result, low-income New Brunswickers have been able to use their hard earned money for other important needs rather than high energy bills."

Assistance is in the form of a non-repayable grant up to $4,500 for homeowners and up to $5,000 per unit for non-profit landlords. Additional assistance may be available for homeowners in situations where an energy assessment has revealed a poor EnerGuide rating.


"This program to help low-income homeowners with energy efficiency improvements is, to my knowledge, the most ambitious commitment to energy affordability made by any province in Canada," said Elizabeth Weir, president and chief executive officer, Efficiency NB. "As a New Brunswicker, I am truly proud of this significant commitment to energy efficiency – especially, because those least able to afford home energy retrofits can benefit from a program that helps them reduce home heating costs with permanent, cost-saving measures."


Certified energy advisers from the Department of Social Development conduct an initial inspection of qualifying properties and provide a prioritized list of energy efficiency improvements that could be completed within the maximum assistance level.


Improvements that have been made to these homes consist of but are not limited to:

  • heating;
  • air sealing;
  • ventilation;
  • insulation; and
  • windows and doors.

Lamrock noted that the program supports Hope is a Home, the province's new five-year housing strategy to make housing more affordable.


"The energy burden of New Brunswick households earning less than $15,000 is the second-highest in the country," Lamrock said. "In the 2003 Statistics Canada survey of household spending, low-income households reported their energy burden as 15.4 per cent of their household spending. The retrofit program provides a long-term permanent solution to these challenges."

New online tools for municipalities and groups promoting energy efficiency (10/06/22)

SAINT JOHN (CNB) - Efficiency NB has created a toolbox of resources to help municipalities and community groups educate residents about the importance and benefits of energy efficiency.


A new community awareness toolbox has been added to Efficiency NB's website and includes monthly energy efficiency tips, articles, presentations and helpful links to complement efforts in public education at the local community level.

"Municipalities and communities are key partners in raising the awareness about the importance of energy efficiency," said Energy Minister Jack Keir. "Efficiency NB has done a great job engaging communities in encouraging energy efficiency and many of those communities are leading by example. This toolbox will be a valuable resource to help communities lower energy use and reduce greenhouse gas emissions."


Community representatives using the toolbox will also have the opportunity to subscribe to Community Update, a newsletter highlighting energy efficiency successes and information about the various programs available.

The toolbox and the monthly newsletter are part of an entire website section for communities that also provides:

 

  • information about financial incentives and capital management tools for municipalities;
  • stories about successful community events; and
  • information about energy efficiency campaigns that have taken place throughout the province.

Efficiency NB wins international award (10/06/14)

FREDERICTON (CNB) – Efficiency NB is the first Canadian organization chosen to receive the International Star (I-Star) Award for Energy Efficiency by the Alliance to Save Energy.

The award recognizes Efficiency NB's program for large industry for pioneering creative energy efficiency programs and innovative solutions.


Energy Minister Jack Keir congratulated Efficiency NB on winning the award.

“It is terrific to see Efficiency NB recognized for its work in support of large industry in the province,” he said. “The agency has a unique, customized approach to helping New Brunswick companies reduce energy use and lower costs while increasing productivity and competitiveness.”


The Large Industrial Program involves the province’s 30 main industrial facilities in an energy management partnership. It is based on three objectives: identifying and encouraging the adoption of energy-efficiency projects; implementing energy management information systems; and educating participants about the importance of accurate and sustained energy savings.


“It is an honour for Efficiency NB to be the first Canadian organization recognized with this prestigious international award,” said Elizabeth Weir, president and chief executive officer, Efficiency NB. “We are extremely proud of the impact we have achieved in energy efficiency in all sectors in the province. FREDERICTON (CNB) - The second annual Premier's Awards for Energy Efficiency were presented to 13 recipients by Premier Shawn Graham in Fredericton.


The awards were developed by Efficiency NB to recognize innovation and leadership in energy efficiency.

New campaign to help homeowners use less energy (10/04/20)

FREDERICTON (CNB) - A new consumer education campaign developed by Efficiency NB, called Your Energy, was launched today to help homeowners save money and use less energy.


"Through many simple and low-cost measures, New Brunswickers can take control of their home energy consumption," said Energy Minister Jack Keir. "Efficiency NB has developed information and interactive tools to help us learn how to use less energy and reduce our energy costs with some easy-to-follow strategies."

Keir is also the minister responsible for Efficiency NB.


"Sixty per cent of the cost of most utility bills is for space heating, which is why we have been very active in helping homeowners upgrade their homes to minimize heating costs," said Elizabeth Weir, president and chief executive officer, Efficiency NB. "This campaign is aimed at the other 40 per cent - the energy consumed for everything else such as lights, appliances and water heating. We want everyone to understand that every one of us can take a few simple actions that can add up to significant energy savings."


Your Energy consists of three components:


  • utility bill inserts with tips on how to save energy;
  • an interactive resource centre that has been added to the Efficiency NB website, www.efficiencynb.ca/yourenergy;
  • and a new collaboration with large appliance retailers that includes training and point-of-sale material and signage to educate consumers about energy-efficient appliances.

Efficiency NB has joined NB Power, Saint John Energy, Edmundston Energy, Perth-Andover Electric Light Commission and most New Brunswick retailers of large household appliances on various components of the initiative.

Province's energy efficiency program still available (10/04/06)

FREDERICTON (CNB) - The provincial program that helps homeowners increase the energy efficiency of their homes will continue without change despite the decision of the federal government to end the ecoEnergy Retrofit Program for homes to new participants.


Energy Minister Jack Keir said Efficiency NB is open for business and will continue to provide homeowners with advice and incentives to help make homes more energy efficient and will still offer the most affordable energy assessments in the country.


Keir joined other officials across the country in expressing disappointment at the decision and its timing.


"It's really unfortunate because Efficiency NB has seen a significant increase in program participation," said Keir. "New Brunswick homeowners have had great success in lowering their energy bills, they've increased local spending, helped create jobs for local contractors and increased business in the home improvement retail sector, all at a crucial time.

"Energy efficiency continues to be a main focus for our government in managing energy consumption and in meeting our goals of our Climate Change Action Plan."


The ecoENERGY Retrofit Program was scheduled to be shut down March 31, 2011. Last week's announcement means homeowners are no longer eligible for federal incentives in addition to those offered through Efficiency NB's Existing Homes program. Homeowners who have already had their initial energy assessment and are already in the program will be eligible for federal incentives until the March 31, 2011, deadline.


Homeowners are still able to schedule an initial energy assessment ($50 for the first 2,000 sq. ft. and an additional $50 for each additional 1,000 sq. ft.), complete their upgrades within 18 months and be eligible for a grant of up to $2,000 or an interest-free loan up to $10,000 through Efficiency NB, but will not be eligible for additional federal incentives.

New guide for design, construction of energy-efficient buildings (10/03/29)

SAINT JOHN (CNB) - A new guide has been released by Efficiency NB to make it easier to design and build energy-efficient commercial buildings.


Energy Minister Jack Keir, who is also the minister responsible for Efficiency NB, made the announcement in Saint John at a training session for engineers and architects.


"By making the Core Performance Guide, Efficiency NB edition available, Efficiency NB is helping New Brunswick small and medium commercial buildings reduce their energy consumption and greenhouse gas emissions while helping them improve their competitiveness," said Keir.


The guide, developed in co-operation with Natural Resources Canada and the New Buildings Institute, lays out a simplified prescriptive path approach to Efficiency NB's Start Smart New Commercial Buildings Program. It lists proven ways to make small and medium buildings energy efficiency without requiring undertaking energy modeling and simulation.


Efficiency NB is the first to customize the Core Performance Guide for a Canadian jurisdiction and also the first to make it available in both official languages.


"Sustainable buildings begin with design and construction that incorporate energy conservation and efficiency," said Elizabeth Weir, president and chief executive officer, Efficiency NB.


"This lessens a building's impact on the environment and contributes to its competitiveness and productivity. This guide that will help ease the design and construction of these sustainable high efficient buildings in New Brunswick."

Environment-friendly projects supported by climate action fund (10/03/15)

SAINT JOHN (CNB) - Greenhouse gas (GHG) emissions will be reduced in the province as the result of 16 new projects supported through the New Brunswick Climate Action Fund (NBCAF). Environment Minister Rick Miles made the announcement today.


The Department of Environment has provided $3.5 million to Efficiency NB to support its Industrial Energy Efficiency Implementation program. This program supports 16 energy efficiency projects in the industrial sector that will increase energy efficiency and reduce GHG emissions.


"This initiative is consistent with the commitments made in the New Brunswick Climate Change Action Plan 2007-2012(NBCCAP) to encourage projects that increase energy efficiency," said Miles. "Investments such as this will ensure that New Brunswick continues to be a promoter of environmental sustainability, which we must achieve to remain positioned to be self-sufficient by 2026."


These projects are expected to reduce GHG emissions by 155,385 tonnes annually - the equivalent of removing 26,953 passenger vehicles from the road for a year.


"This support from Efficiency NB will help industry move quickly to implement large energy efficiency projects," said Energy Minister Jack Keir. "These projects help companies become more competitive. It's a winning scenario for New Brunswick, stimulating economic activity, creating green jobs and reducing greenhouse gas emissions."

Efficiency NB works with industries to identify ways to reduce energy consumption and GHG emissions and then helps them develop the business case for investment in energy efficiency.


"There are huge opportunities for industry in energy efficiency," said Elizabeth Weir, president and chief executive officer, Efficiency NB. "Because of this funding, a number of companies have been able to take action quickly to lower costs, improve productivity and reduce greenhouse gases significantly."


New Brunswick companies receiving funding under the program include J.D. Irving Ltd., AV Group, McCain Foods Ltd., Fraser Papers Inc., Groupe Savoie Inc. and Marwood Ltd.


"New Brunswickers are very fortunate to have the leadership of Efficiency New Brunswick in reducing the province's environmental footprint and energy consumption," said Jim Irving, president of J.D. Irving Ltd. "They have been a knowledgeable resource and great partners.


"We are committed to doing everything we can to reduce energy costs and greenhouse gases. Today's announcement regarding four of our company's projects is part of a total $69-million investment that will realize a reduction of 160,000 tonnes per year (51 per cent below 2006 levels) at our four pulp and paper mills in New Brunswick. These investments are not only helping to secure jobs at the mills and woodlands, but they provide 120 New Brunswick suppliers with more than 280,000 person hours of work."


Established from New Brunswick's portion of the federal government's Canada Eco-Trust for Clean Air and Climate Change, the $34-million NBCAF is used to support projects in keeping with the goals of the NBCCAP. The three-year fund is dedicated to public-sector, private-sector and not-for-profit initiatives that will result in reductions or avoidance of GHG emissions and air pollution throughout the province.


The province launched the NBCCAP in June 2007. As a result of New Brunswick-led initiatives in the plan, GHG emissions will be reduced in the province by 5.5 megatonnes annually in 2012. With the addition of federal initiatives, the NBCCAP will result in a reduction of New Brunswick's GHG emissions to 1990 levels in 2012.

Energy efficiency program launched (10/03/03)

SAINT JOHN (CNB) - A provincewide education program is being launched by Efficiency NB and New Brunswick financial institutions to improve awareness of the agency's residential energy efficiency programs and to encourage homeowners to include energy efficiency in their renovation projects.


Efficiency NB will provide training to financial institutions staff and promotional material for distribution to their clients.

Home renovations, especially larger ones, are often financed through loans or lines of credit. The new program will educate loans officers about the importance of energy efficiency and available programs; they, in turn, will be in a position to encourage clients to consider including energy efficiency upgrades and using Efficiency NB's residential incentive programs.


"This collaboration with financial institutions will benefit New Brunswickers in several ways," said Energy Minister Jack Keir. "By encouraging people to upgrade their homes to make them more energy efficient, they will save money on their energy costs and help the environment. They will also stimulate the economy by buying energy-efficient products and creating jobs by hiring local contractors to do the work. It's the perfect equation for self-sufficiency."


Since Efficiency NB's residential programs began, more than 7,000 homeowners have retrofitted their homes for increased energy efficiency, spending about $68 million and saving, on average, $974 annually in energy costs. These upgrades have reduced greenhouse gas emissions by 30.6 kilotonnes or the equivalent of taking 5,300 cars off the road for one year.


The partnership with financial institutions is a follow-up to a similar collaboration that Efficiency NB has had for the past year with home improvement retail stores. This partnership has increased the sales of energy-efficient products and materials.

Workshop for pulp and paper mills (10/02/23)

FREDERICTON (CNB) - Pulp and paper companies will learn ways to reduce energy costs and greenhouse gas (GHG) emissions through investing in energy efficiency at an Efficiency New Brunswick workshop in Fredericton, Wednesday, Feb. 24.


"The pulp and paper sector is one of the largest energy consumers in New Brunswick," said Energy Minister Jack Keir. "I am pleased to see so many industry leaders participating in tomorrow's event. Through this workshop, Efficiency NB is sharing best practices found in mills across North America, so our mills can be more competitive and profitable."


Energy use is a large part of the manufacturing cost of paper. A central focus of the workshop will be minimizing energy use without affecting paper quality, both in mechanical and chemical pulping processes.


"Mills that do not focus on reducing energy consumption and cost will not be competitive," said consultant Ivan Pikulik, a workshop presenter.


The workshop is being delivered by FPInnovations - Forintek Division, Canada's national wood products research institute, and is intended to help standard pulp and paper mills in New Brunswick improve energy efficiency and look at alternative bio-fuel solutions.


Thirty participants have registered for the one-day workshop at the Hugh John Flemming Forestry Centre beginning at 8 a.m.

Nominations open for energy efficiency awards (10/02/18)

MONCTON (CNB) - The call for nominations for the second annual Premier's Awards for Energy Efficiency was announced by Premier Shawn Graham.

Efficiency NB created the awards to recognize innovation and leadership in the field of energy efficiency in New Brunswick.

Graham, who handed out the awards for the first time in May 2009, was impressed by the number and calibre of the nominations.

"These awards give us an opportunity to recognize those individuals, communities, businesses and industries that are, in many cases quietly working away but are truly leaders in our province in the field of energy efficiency," said Graham.

The deadline for submitting nominations to Efficiency NB is Thursday, March 18. The public and the business community are encouraged to nominate their peers, companies or communities for one or more of the following awards:

energy efficiency champion - commercial sector;
energy efficiency champion - industrial sector;
energy efficiency champion - small and medium industrial sector;
energy efficiency champion - residential sector;
energy efficiency champion - retailer;
energy efficiency champion - individual; and
outstanding energy efficiency achievement - community award.

New TV series helps owners build energy-efficient homes (10/01/08)

FREDERICTON (CNB) - A new television series will help residents build homes that are energy efficient and less costly to operate. The series was developed by Efficiency NB and the Conservation Council of New Brunswick.


Energy Minister Jack Keir said the series, called Build it Better, will help New Brunswickers by focusing on energy efficient design and construction of their homes.


"I always say the cheapest energy is the energy you don't use,"said Keir. "New Brunswickers building homes have the perfect opportunity to do it right and save money from the day they move in, and this show will help them do that."


Build it Better is a four-part series that will be broadcast in both English and French beginning Monday, Jan. 11. The series explains the process of building an energy efficient home beginning with design, choosing a builder, and working with Efficiency NB through its Energy Efficient New Homes program. Later episodes deal with how to incorporate energy efficient features such as insulation and air sealing, windows and doors, lighting and appliances and central

heating systems.


Efficiency NB's president and chief executive officer, Elizabeth Weir, said the series is a follow-up to one that has been airing over the past year called $ave this House, which focuses on upgrading a home's energy efficiency.


"With the popularity of $ave this House, we saw another exciting opportunity to help educate New Brunswickers who are building homes," said Weir. "This new series will show why building an energy-efficient home is the best choice for your family, your budget and the environment."


Build it Better will be broadcast on Rogers TV channel 10 throughout the province. Viewers should check their local listings for times.

FREDERICTON (CNB) - Three government buildings have been recognized as some of New Brunswick's most energy efficient new commercial buildings as part of Efficiency NB's Start Smart program. Plaques for each building were presented at the legislature today by Elizabeth Weir, president and CEO of Efficiency NB, and Energy Minister Jack Keir.

The design and construction of the buildings was managed by the Department of Supply and Services to achieve a high standard of energy efficiency. The buildings are:
  • Bayside Middle School (gymnasium);
  • NBCC - St. Andrews campus (annex building); and
  • the New Brunswick Fish Health Laboratory.

Education Minister Roland Haché; Post-Secondary Education, Training and Labour Minister Donald Arseneault; and Agriculture and Aquaculture Minister Ronald Ouellette accepted the plaques on behalf of their respective departments.

The Start Smart program provides incentives that are equal to twice the estimated annual energy savings, up to a maximum of $60,000, to help offset the cost of the design and modelling of highly energy efficient buildings.
Keir said that government is leading the way in designing and building energy efficient buildings in New Brunswick, and he commended Supply and Services Minister Ed Doherty for that department's attention to energy efficiency.

"With their premium energy efficiency features, these new government buildings will, together, save at least $34,000 in energy costs annually, and generate a reduction in greenhouse gases equal to taking 23 cars off the road for a year," said Keir. "The Government of New Brunswick is setting a great example for new commercial buildings across the province."

Doherty said that he was delighted that the buildings had met the aggressive targets of the Start Smart program.
"For some time, now, Supply and Services has been very focused on ensuring that all new government buildings are designed to be both energy efficient and environmentally friendly," said Doherty. "I am proud of our success in delivering state-of-the-art facilities that deliver cost savings to government, and assist us as we work toward becoming a greener and more sustainable New Brunswick."

MONCTON (CNB) - Companies will learn how to reduce energy costs and greenhouse gas (GHG) emissions at an Efficiency New Brunswick workshop being held in Moncton tomorrow.

The workshop is intended to help New Brunswick businesses identify ways to improve boilers in industrial and commercial facilities so they may operate as efficiently as possible.

"Our companies will have a valuable opportunity to learn from the best practices in industry throughout North America," said Energy Minister Jack Keir. "Efficiency NB is doing a great job building capacity and knowledge in energy efficiency in New Brunswick."

Boilers are a primary source of energy consumption and production within many commercial and manufacturing facilities. Most boilers in New Brunswick burn fossil fuels to produce heat or other forms of energy such as steam to use in manufacturing. An incremental improvement in efficiency may greatly reduce operating costs and GHG emissions.

More than 40 participants from 20 companies will attend the workshop, which will be delivered by leading boiler efficiency expert Harry Taplin. An internationally recognized authority on boiler efficiency improvement, Taplin has lectured for many years on various boiler topics for many professional organizations and Fortune 500 companies.

Unique tool helps municipalities reinvest energy savings into building upgrades (09/10/05)

FREDERICTON (CNB) – A unique capital-planning tool is now available to help New Brunswick municipalities plan and make more strategic decisions about repairing or replacing municipal buildings.


The Energy Efficiency Capital Planning – Tool (EECP-T) and an accompanying guide were unveiled at the annual conference of the Union of Municipalities of New Brunswick on Saturday, Oct. 3, in Fredericton, and will also be presented to francophone municipalities on Nov. 6 at the annual meeting of the Association francophones des municipalités du Nouveau-Brunswick.


The tool and guide were developed by Efficiency NB, in consultation with the Department of Local Government, to help municipalities and rural communities in New Brunswick better plan and prioritize the upgrade and renewal of their buildings. The tool also shows how savings from energy efficiency can be used to offset repair or replacement costs.

Energy Minister Jack Keir praised Efficiency NB’s initiative.


“ This tool demonstrates how communities can benefit from a win-win-win situation: reduced energy costs, reduced environmental footprint, and increased funding for infrastructure renewal,” he said.


“Through Efficiency NB’s programs for retrofits, new construction and lighting, we are demonstrating to various sectors, including local governments and rural communities, how they can reduce costs by adopting energy efficiency improvements, especially when it comes to building management,” said Elizabeth Weir, president and CEO of Efficiency NB. “Municipalities can further benefit when they combine good strategic building management with energy efficiency.”


The guide provides information on the fundamentals of capital planning, and a simplified tool in the form of a spreadsheet, to help communities prioritize capital requirements and apply limited resources to projects that will result in maximum benefit.


The tool provides a structured path to developing an asset management plan, complete with comprehensive illustrations, to help convince decision-makers that strategic investments in energy efficiency projects can help municipalities manage their assets, prioritize infrastructure renewal, demonstrate environmental stewardship, and reduce operating costs.


“For the province to be self-sufficient, it is necessary for each community to be self-sufficient, too,” said Local Government Minister Bernard LeBlanc. “The EECP-T will provide municipalities and rural communities with a way to reduce their carbon footprint while benefiting in strategic investments in infrastructure. This will not only build a better quality of life for residents, but will also foster economic competitiveness.”


Municipalities and rural communities wishing to use the tool will be required to attend a one-day training session to learn how to apply it and realize its benefits.


Efficiency NB will host four training workshops this fall:

  • Oct. 20 in Bouctouche (French);
  • Oct. 28 in Quispamsis (English);
  • Nov. 24 in Perth-Andover (English); and
  • Dec. 1 in Campbellton (French).

Efficiency NB President and CEO, Elizabeth Weir presented a plaque to Chris Titus, chair of the Saint John Transit Commission today in recognition of the Commission’s commitment to energy efficiency in designing and building its new energy efficient Operations Centre.


Elizabeth joined representatives from municipal, provincial and federal government, community members and Saint John Transit employees to celebrate the grand opening of the new centre.

While presenting the plaque Elizabeth told the gathering that the Operations Centre was designed to a high energy efficiency standard and received incentives through Efficiency NB’s Start Smart program for new commercial construction. The program provides incentives to help offset the cost of designing and modeling highly energy-efficient buildings. “By including many premium energy efficiency features such as a highly efficient heating system, low wattage lighting and a SolarWall®, the new Operations Centre should expect to operate with an estimated 50% energy savings compared to the Model National Energy Code of Canada for Buildings and a 45% energy cost savings,” she explained.


Elizabeth congratulated the Commission for its success in constructing a building that sets an example for all new commercial construction in New Brunswick. She also commended the designers and builders for adopting an integrated design approach and for working together to ensure that the building is energy efficient. The plaque recognizes the Commission for its commitment to energy efficiency and states that the building has been designed to save energy and minimize greenhouse gas emissions.

Perth-Andover completes two-year energy efficiency campaign (09/07/18)

PERTH-ANDOVER (CNB) - A two-year energy efficiency campaign with Efficiency NB has been completed by the Village of Perth-Andover. Rachel Lanteigne, community outreach co-ordinator with Efficiency NB, and Perth-Andover Mayor Rick Beaulieu made the announcement today at the village's farmer's market.


Perth-Andover was the first community in New Brunswick to work with Efficiency NB on a campaign to help residents and businesses reduce energy consumption. Through its efforts, the village decreased residential electricity consumption by 3.3 per cent.


Energy Minister Jack Keir praised the village's efforts.


"I congratulate the residents and businesses of Perth-Andover for achieving significant results in their energy efficiency campaign," said Keir. "The reduction in overall consumption is something to be proud of. A more energy efficient future for the province starts in our local communities. Thank you to Perth-Andover for leading the way."


The village completed energy assessments on seven of its municipal buildings, and implemented many energy efficiency upgrades. With the savings it realized it offered residents free swimming and skating.


"We are proud of our residents and businesses," said Beaulieu. "As a community we have gained a better understanding of the potential that energy efficiency holds for reducing costs and reinvesting savings. We will continue with our commitment to have better practices toward energy use within our community."


Perth-Andover held a number of initiatives to encourage energy efficiency, including two compact fluorescent light bulb (CFL) giveaways, after which 55 per cent of homes installed an average of eight CFL bulbs; and distributing water-heater blankets, 84 per cent of which have been installed.


Businesses in the village have also been involved, and 11 of them have begun the process of becoming more energy efficient by having initial energy assessments. Several businesses were also active participants and sponsors of some of the campaign's activities.


Perth-Andover also took the message of the value of energy efficiency into schools, involving students from kindergarten to the high school's environmental studies class. As well, the village recently held a colouring contest to promote energy efficiency.

Elizabeth Weir, president and chief executive officer of Efficiency NB, announced the program here today during the annual meeting of the New Brunswick Enterprise Network.


"With our help, businesses can identify savings potential, build a business case for investment and quickly move to implementation," Weir said. "It is good for the business, and it is also good for the local community by increasing investment and jobs."


The program will help small and medium industries identify the best opportunities to save energy and minimize investment risk by determining a clear rate of return. It will also help these industries project a dollar value of future energy savings.


"This program will further assist New Brunswick's small and medium industries become more competitive," said Energy Minister Jack Keir. "By helping small and medium industries become more energy-efficient, we are helping them to compete in the global marketplace. They are able to reduce operating costs and invest their savings into their companies.


"Our government will continue to take steps to ensure businesses in New Brunswick have the tools they need to be more successful in our province."


The Small and Medium Industrial Program complements Efficiency NB's program for large industry. It provides customized support to smaller industries using at least 50 per cent of their energy bills in manufacturing and having a peak average monthly energy consumption of less than two megawatts.


The program provides incentives at three steps:

  • in the initial phase, Efficiency NB provides 50 per cent of study costs to identify the opportunities for energy savings, to a maximum of $3,000;
  • in the second phase, companies are eligible to be covered for 50 per cent of costs to complete a detailed feasibility study up to a maximum $10,000. They may do this up to three times, to a maximum of $30,000;
  • in the implementation phase, companies are eligible to receive $10 per gigajoule of energy saved, to a maximum of $50,000.

Energy efficiency workshops for forestry sector to be held (09/06/09)

FREDERICTON (CNB) - Energy efficiency workshops for the New Brunswick forestry sector are being held by Efficiency New Brunswick on Tuesday, June, 9 and Wednesday, June 10.


Thirty-five persons representing at least 16 sawmills will take part. The English workshop is being held today in Fredericton, and the French workshop will be held tomorrow in Grand Falls.


The workshops are being delivered by Canada's national wood products research institute, FPInnovations - Forintek Division. The institute supports the forest products industry in optimizing manufacturing processes, extracting higher-value products and meeting customers' expectations of performance, durability, and affordability.


Sawmill energy-use characteristics are unique to the sector and are closely tied to production. Opportunities for energy efficiency will be explored in sawmilling, lumber drying and planer mill energy. Efficiency NB will outline the incentives and support it makes available to small, medium and large industry in the province.


Energy Minister Jack Keir praised Efficiency NB for providing resources and support to the forestry sector.

"Energy efficiency represents an important opportunity for cost savings in an industry that is faced with the challenge of remaining viable and competitive in a struggling economic climate," he said. "This is an extremely worthwhile initiative."


Efficiency NB is joining the New Brunswick Forest Products Association to deliver the workshops to the latter's member companies.


"As the largest consumersof energy in the province, our members understand the importance of maximizing energy efficiency," said Mark Arsenault, president and chief executive officer, New Brunswick Forest Products Association.


"Energy can account for up to 30 per cent of our total costs. Energy efficiency is good for the bottom line and our environment."

Premier recognizes champions in energy efficiency (09/05/25)

FREDERICTON (CNB) - Recipients in 13 different categories were presented with the Premier's Awards for Energy Efficiency by Premier Shawn Graham this evening in Fredericton.


The awards were developed by Efficiency NB to recognize best practices in energy efficiency in New Brunswick, and were presented for the first time this year.


Graham told the crowd that among the nominations were many inspirational stories of people, groups, organizations and communities that have taken up the challenge of becoming more energy efficient.


"I was especially impressed by the strong show of leadership from within organizations and communities to champion energy efficiency," said Graham.


He also spoke of the benefit of energy efficiency to the New Brunswick economy. The average participant in Efficiency NB's Existing Homes Program spends $11,000 on energy efficiency upgrades. Since the program began, participants have spent over $50 million in their local communities.


"These investments in materials and skilled labour help to stimulate the economic growth that New Brunswick must undergo to be self-sufficient by 2026," said Graham.


Graham also thanked potter Tim Isaac for designing and handcrafting the awards.


"I hope that these creations will become a symbol of commitment to energy efficiency, and raise awareness of the importance of energy efficiency and of the benefits it holds for all all New Brunswickers," said Graham.


Outstanding energy efficiency project awards were presented to the best performers in six of Efficiency NB's energy efficiency incentive programs. They were:


  • Commercial Retrofit, Saint John Theatre Company, Saint John;
  • Commercial New Construction, Peterbilt New Brunswick, Moncton;
  • Residential Retrofit, Martin and Sandra Searle, Hampton;
  • Residential New Construction, Dwayne and Gisele Mann, Colpitts Settlement;
  • Residential Multi-Unit Retrofit, Jean-Yves Boudreau, Saint John; and
  • Residential Multi-Unit New Construction, Guy Long, Edmundston.

This is the first year for the awards, for which a public call for nominations generated almost 50 submissions in seven categories. Energy Efficiency Champion awards were presented in six categories:


  • Individual, Lois Nicholson, Murray Corner;
  • Manufacturer, ALLSCO Windows and Doors Ltd., Moncton;
  • Industrial Sector, Flakeboard Company Ltd., St. Stephen;
  • Retailer, Canadian Tire Corp., New Brunswick stores;
  • Residential Sector, Krista Downey, Lower Queensbury; and
  • Commercial Sector, Agriculture and Agri-food Potato Research Centre, Fredericton.

The final presentation of the evening was the Community Award for Outstanding Energy Efficiency Achievement, which was presented to the city of Fredericton and accepted by climate change co-ordinator, Alycia Morehouse.

Efficiency NB launches partnership with home improvement stores (09/05/06)

GRAND BAY-WESTFIELD (CNB) - A partnership between Efficiency NB and home improvement stores in the province was announced today by Energy Minister Jack Keir.


The agency is working with retailers on a provincewide consumer education program to increase awareness of Efficiency NB's residential energy efficiency programs, and increase the sales of energy efficient products at home improvement stores.

A partnership between Efficiency NB and home improvement stores in the province was announced today by Energy Minister Jack Keir.

"This collaboration will benefit the province in several ways," said Keir. "We are encouraging people to upgrade their homes to make them more energy efficient, which means that they'll save money on their energy costs and be helping the environment. They'll also be creating employment and stimulating the economy by buying energy efficient products and hiring local contractors to do the work. It's a win-win-win scenario - the perfect equation for self-sufficiency."


The average participant in Efficiency NB's residential energy efficiency program spends about $11,000 on energy efficient upgrades.

The partnership includes training sessions for store staff and bilingual point-of-purchase signage. The signage will be installed in stores over the next two weeks, and will prompt consumers to request information and advice from the store's retail staff. A total of 75 home improvement retailers are taking part.


"Home improvement stores were quick to come on-board with the program," said Don Sherwood, president of the Atlantic Building Supply Dealers Association. "When staff are more familiar with the energy efficiency programs they can provide better service and advice to customers doing upgrades, and the signage promotes the programs so more people take advantage of the incentives and carry out their upgrades using the proper materials. It's good for business."

Efficiency NB selects potter to create awards for winners of energy efficiency (09/03/26)

SAINT JOHN (CNB) - Tim Isaac, a New Brunswick potter, has been chosen by Efficiency NB to create original works of pottery to be presented to recipients of the Premier's Awards for Energy Efficiency. The awards will be presented for the first time on Monday, May 25, in Fredericton.


Efficiency NB worked with Handworks Gallery in Saint John to seek creative submissions. The agency selected Isaac's work because of its uniqueness and its reflection of the diverse New Brunswick landscape.


"We considered a number of beautiful and unique submissions, but we kept coming back to Tim's work," said Elizabeth Weir, president and chief executive officer of Efficiency NB. "I am sure that the awards recipients will treasure the piece and appreciate its significance.


"We also felt very strongly that the creative work of a New Brunswick artist should be incorporated into the premier's award program because New Brunswick is the first province to recognize achievements in energy efficiency in this way."


Isaac creates his pottery in the tradition of Raku, a dramatic technique directly relying on artist's intuition and skill in the firing process. His work is inspired by the rugged landscape and textures that surround him on the coast of New Brunswick where he lives and works.


"I am honoured to have been chosen to create the works of pottery for the Premier's Awards for Energy Efficiency," said Isaac. "I am also pleased that Premier Shawn Graham is showing his support for New Brunswick artists with this special commission. I value innovation and creativity.


"Reducing energy consumption, and thus reducing our impact on the environment, requires creative solutions and effort from all of us. I'm very happy to be making the awards given to the people who will inspire us all to work toward greater energy efficiency."

New incentive program for builders (09/02/13)

SAINT JOHN (CNB) - A new program will offer financial incentives to builders of energy-efficient, multi-unit, residential buildings.


Efficiency NB's new Multi-Unit Residential Buildings (MURBs) program offers incentives to help with the cost of improved energy efficiency. By meeting a minimum energy-efficiency specification in the construction of a building, the builder may receive $250 per unit; building to a plus energy-efficiency specification raises the incentive to $500 per unit. Further incentives for central heating systems range from $1,000 per unit for an energy-efficient oil or gas central heating system, to $2,000 per unit for installing ground-source heat pumps.


Builders may also receive a bonus of up to $125 per unit for installing ENERGY STAR-rated refrigerators and clothes washers, and a rebate of 50 per cent of the cost of the required energy assessment. The program brochure, which is available from Efficiency NB, provides additional details.


Builders must contact Efficiency NB before construction begins in order to have building plans evaluated. Once constructed, the building will be assessed for its energy efficiency and compliance with program specifications, after which the builder is eligible for applicable incentives.


"Everyone benefits from an energy-efficient building, from building owners to tenants, not to mention the environment," said Energy Minister Jack Keir. "This is a great program initiated by Efficiency New Brunswick."


Efficiency NB has developed a list of specifications for builders to follow to ensure that buildings are energy efficient. By maximizing energy efficiencies, and by choosing efficient heating systems and appliances, the benefits include lower operating costs, increased building value, more comfortable housing for residents, and greenhouse-gas reduction.


The MURBs program has been offered as a pilot program for the past two years through a partnership with the Department of Social Development. Incentives were offered to developers who built energy-efficient, affordable housing complexes.


Elizabeth Weir, president and CEO of Efficiency NB, said that the partnership has yielded some very high-quality, highly energy-efficient, low- and mixed-income housing units.


"We've tested the program and had tremendous success," said Weir. "So we are pleased to offer the program to all developers in the province in our effort to transform the new housing market in New Brunswick."


With the addition of the new program, Efficiency NB has a full range of residential energy-efficiency programs for new and existing homes and for new and existing multiple-unit residential buildings, the most comprehensive package of residential programs in the country.


The existing MURBs program has also been enhanced, and now provides owners of existing multi-unit residential buildings with increased incentives for energy-efficient retrofits and a rebate toward the cost of an energy evaluation.

Checklist developed to help build energy-efficient homes (09/02/10)

SAINT JOHN (CNB) - Homeowners and builders now have a checklist to help them build an energy-efficient home and qualify for financial assistance from Efficiency NB.


Efficiency NB has developed the checklist, which spells out mandatory specifications for homeowners and builders to follow to ensure they are building an energy-efficient home. Meeting these specifications helps homeowners qualify for financial incentives through Efficiency NB's New Homes Program.


Already, homeowners may obtain financial assistance by having their drawings and specifications reviewed before construction. They may also obtain advice on how to achieve an EnerGuide rating of 80 or higher; or how to build an R-2000 home through a certified R-2000 builder.


Buyers of new homes are also eligible if they either buy a home that has an Energuide rating of 80 or higher; buy an R-2000 home; or, if they now buy a home that includes all of Efficiency NB's mandatory specifications for building an energy efficient home.


First-owners of new homes will also qualify for an added rebate equal to 50 per cent of the cost to have their home Energuide-rated, to a maximum of $250; and to qualify for an ENERGY STAR bonus to install specified ENERGY STAR-rated appliances.


"Building an energy-efficient new home is a sound investment," said Energy Minister Jack Keir. "It increases the value of the home, and it lowers energy and operating costs. Efficiency NB is doing wonderful work in support of homeowners and, of course, for the environment."


The New Homes Program began two years ago to encourage the construction of energy-efficient homes. Since then, about 950 homes have been enrolled in the program.


"I think homeowners and builders will welcome the enhancements we've made to the program," said Elizabeth Weir, president and chief executive officer of Efficiency NB.

New TV series teaches homeowners how to save money by cutting energy use (09/01/14)

SAINT JOHN (CNB) - A new television series produced by Rogers TV was developed through an innovative partnership between Efficiency NB and the Conservation Council of New Brunswick to help New Brunswick homeowners better understand how to save on their energy costs by making their homes more energy efficient.


"$ave this House" is a six-part series that will be broadcast in both English and French, beginning this week. Episodes address the basics of energy-efficient renovations, and offer advice to homeowners on how to conserve energy and minimize heat loss. The series is co-hosted by representatives from Efficiency NB and the Conservation Council.


"We saw this as an exciting and important opportunity to be able to reach homeowners in every part of the province with the information and advice they need to start making their homes more energy efficient," said Efficiency NB President and CEO Elizabeth Weir. "Being able to show homeowners the common areas for heat loss in their homes, and provide expert advice on measures to fix the problems, is of immense value. As the old saying goes: a picture is worth a thousand words."


The series begins by explaining what a home-energy evaluation consists of, and how to arrange for one. An evaluation is the first step toward getting the advice and financial incentives offered by Efficiency NB for homeowners to do energy-efficient upgrades. The show also explains what to look for when buying energy-efficient appliances.


Later episodes deal with basements, attics, walls, windows, doors and ventilation, heating systems, lighting, and reducing water consumption. Co-hosts will also share information on how to get grants and web-based resources, and will discuss new trends in energy efficiency.


"Improving the energy efficiency of our homes is one of the most effective actions that New Brunswickers can take to reduce greenhouse-gas emissions," said Julie Michaud, climate action co-ordinator and co-host of the series. "Retrofitting your home to make it more energy efficient will make your home more comfortable, and help save the environment."

(SAINT JOHN) - New Brunswick towns and cities will learn how to make their communities more energy efficient and save on municipal energy costs at upcoming workshops being presented jointly by Efficiency NB, NB Power, and Natural Resources Canada.


The one-day workshop, “Spot the Energy Savings Opportunities for Municipalities” will be offered in a number of locations throughout the province. Sessions in English will be held in Fredericton on December 10, 2008 and in Saint John on February 26, 2009. Sessions in French will be in Grand Anse on January 29, 2009 and in Bouctouche on March 26, 2009. The workshop was developed by Natural Resources Canada and is one of a series of Dollars to $ense energy management workshops.


Workshop participants will learn how to better assess energy use and determine options for energy savings. Discussion will focus on assessing the energy efficiency of municipal facilities, maximizing energy efficiency in all municipal operations, as well as identifying opportunities for decreasing energy use, energy costs, and setting priorities.

"We have enjoyed a positive working relationship with Efficiency NB, and I am pleased that we have formed this collaboration so that we can further complement each other's efforts in educating New Brunswickers on the importance of conserving electricity," said David D. Hay, president and CEO of NB Power.


Efficiency NB was established to develop and deliver energy efficiency and conservation programs and initiatives for all energy sources, and to act as the primary organization for the promotion of these programs in New Brunswick. NB Power is the largest provider of electricity in the province, and educates consumers on the efficient use of its product to help manage electricity costs and protect the environment.

$99.3-million annual investment in energy efficiency and relief programs (08/11/05)

FREDERICTON (CNB) - Government will invest an additional $6.3 million per year into energy efficiency and other programs to assist New Brunswickers in reducing and offsetting their energy costs. This is over and above $25 million in previous spending increases in this area, and $41 million in energy tax reductions. These investments bring the total value of government's energy efficiency and relief programs to $99.3 million per year, up from $27 million when the government took office.

"As a government, we have recognized that the best way to reduce energy costs is to reduce energy use," Keir said. "That is why we have made a strong commitment to energy efficiency programs that can reduce New Brunswickers' energy bills by an average of 30 per cent, savings they will realize year after year."


"While we recognize the importance of energy efficiency programs for the medium and long term, we also recognize the importance of helping those who need it most with their immediate energy costs," Schryer said. "With today's investments, we strike an important balance between energy efficiency programs for both low- and higher-income New Brunswickers and direct assistance programs to offset costs this winter."


The new investments, which total $6.3 million, will come in the following areas:

  • $2.3 million per year more for Social Development's programs that provide benefits to social assistance clients, residents of subsidized housing, and New Brunswickers facing a winter hardship or emergency situation (this is in addition to previous increases of $1.9 million, bringing the total to $16.7 million per year);
  • $2.5 million per year more for the low-income energy efficiency retrofit program shared by Social Development and Efficiency NB (this is in addition to previous increases of $2.9 million, bringing the total to $9.7 million per year);
  • $1 million in new funding for Efficiency NB, which will create a new, $500 grant to encourage New Brunswickers to switch to an energy efficient heating system (this is in addition to previous increases of $9.8 million, bringing the total to $12.6 million per year); and
  • $500,000 for the Salvation Army's new Warm Hearts, Warm Homes program.

"The Salvation Army is proud to have been active in the Maritimes for 123 years, and to be the largest non-governmental supplier of social services in Canada," said Diane van der Horden, Maritime divisional secretary for public relations and development for the Salvation Army. "We are proud to build on our record of delivering similar programs in Nova Scotia and Prince Edward Island, and thank the government of New Brunswick for this opportunity."

Additionally, the government has already announced:


  • $41 million per year in savings to New Brunswickers through the 4.3-cent-per-litre cut to gas taxes; and
  • $10.4 million per year more in interest-free loans to assist New Brunswickers with energy efficiency retrofits (bringing the total to $13.8 million).

Since taking office, government has also undertaken a number of other initiatives to assist New Brunswickers with their energy and day-to-day expenses: the minimum wage has been raised by $1.05 per hour, giving minimum-wage earners up to $2,270 more in annual income; the low-income seniors benefit has been doubled to $200; and social assistance rates have been raised by 8.2 per cent.


In addition to new money investments, government is working in other ways to assist New Brunswickers.


Government has engaged Credit Counselling Services of Atlantic Canada (CCS) to tour the province and offer its services to New Brunswickers to help them manage bills and reduce debts. CCS will hold 15 sessions across the province, and New Brunswickers will be invited to seek advice. Those who receive either government's emergency fuel supplement or the Salvation Army's Warm Hearts, Warm Homes benefit will be strongly urged to undertake a one-on-one session with CCS.


A government directive has held NB Power rate increases to an average of 3 per cent. This directive has minimized rate increases in New Brunswick. Since the majority of New Brunswickers heat their homes with electricity, this policy has protected them from the higher increases that have taken place in other jurisdictions.


Government is also extending its policy on winter disconnections. NB Power has been directed to extend the policy by an additional month, to the end of April. NB Power will also be ensuring that greater oversight will be put in place to be certain that the policy is working. To date, an average of 600 fewer New Brunswickers per winter have been disconnected since the winter before the policy's implementation. This policy directs NB Power to not disconnect electricity for those in legitimate economic need during winter months, provided that they contact their utility and make an effort to pay their bill. With this strengthened policy, NB Power will continue to ensure that all options have been exhausted, and that disconnections only occur as a last resort.


"Since taking office we have had a strong record on issues relating to energy efficiency, social assistance and broader programs to offset winter heating costs," Keir said. "With this comprehensive package we are renewing and expanding our commitment to help those New Brunswickers who need it most. Creating a self-sufficient New Brunswick will allow each of us to establish the kind of life we want, right here in New Brunswick. To reach that goal, some individuals and families in our province need our support. These initiatives provide targeted assistance to help vulnerable New Brunswickers achieve stability and set them on the path to self-sufficiency."

Energy assistance programs through the Department of Social Development

  • Fuel supplements are available to eligible social assistance clients to offset winter heating expenses. Clients must meet specific eligibility criteria, including having mortgage or rental costs over $100 per month. There are three types of supplement: electric, non-electric and bulk. The electric and non-electric supplements are paid out in equal amounts over the six winter months of November to April, while the bulk supplement is for the purchase of wood or oil, and may be received as a one-time payment equal to the full value of the non-electric supplement. The value of the electric supplement is being increased by another 15 per cent, to $900 per recipient per year, bringing to over 36 per cent the total increase since government took office. The value of the non-electric and bulk supplements is being increased by 32 per cent, to $870 per recipient per year;
  • The Housing Heating Allowance is provided to individuals who live in subsidized housing that does not include heat. Its value is based on the size of the unit and the energy source. Its value is being increased by another 24 per cent, to an average of $1,260 per recipient per year, bringing the total increase to nearly 62 per cent since government took office;
  • The Emergency Fuel Benefit is available to all New Brunswickers (not just social assistance clients) who are experiencing a winter hardship. Its value is being increased by 104 per cent to $550 per recipient per year.

Energy efficiency programs

A new Home Heating System Upgrade Bonus (HHSUB) of $500 will be made available to participants of Efficiency NB's Existing Homes Energy Efficiency Upgrades and Existing Multi-Unit Residential Building Upgrades programs, as well as the Department of Social Development's Energy Efficiency Retrofit Program for Low Income Households.  Participants in these programs receive this bonus for switching from low-efficiency home-heating systems to high-efficiency ENERGY STAR- or EPA-rated systems between Nov. 5, 2008 and March 31, 2010.


The $500 HHSUB is offered to participants in Efficiency NB's Existing Homes Program in addition to the grant of up to $2,000 or an interest-free loan of up to $10,000. Participants in the Multi-Unit Program are eligible for a grant of up to $10,000 (based on the number of units). The Low Income Retrofit Program, which is being increased by 35 per cent, provides up to $4,500 to help low-income homeowners, and $1,500 per unit to owners of apartments occupied by low-income tenants with efficiency upgrades.   An additional investment of $2.5 million will allow about 2,250 households to benefit from this program this year. Salvation Army's Warm Hearts, Warm Homes program

The Warm Hearts, Warm Homes program will be administered by the Salvation Army will be available to people making less than $28,000 who heat their own homes, and to households with an income of less than $35,000, and who also heat their own homes. The benefit will be valued up to $450, and will be made available to individuals who are in an emergency situation. Detailed eligibility criteria will be announced before the program is available on Jan. 5, 2009.


The program is funded jointly by government and other contributors. Government intends to match contributions dollar-for-dollar, and has budgeted $500,000, with a goal of a $1-million fund. To date, $700,000 has been raised, of which government has contributed $350,000 to match contributions from the Canadian Oil Heat Association, which has made a contribution of oil, and the following organizations, which have made financial contributions:


  • Brunswick Pipeline;
  • Co-op Energy;
  • Edmundston Energy;
  • Enbridge Gas New Brunswick;
  • Irving Oil;
  • NB Power Disco;
  • Perth-Andover Electric Light Commission; and

Bathurst launches energy campaign with Efficiency NB (08/10/20)

BATHURST (CNB) - A campaign to reduce energy consumption in Bathurst has been launched by Efficiency NB, the City of Bathurst and Bathurst Sustainable Development.


The Bathurst Energy Efficiency Community Campaign is aimed at encouraging Bathurst residents and businesses to decrease their energy use; at helping the city achieve greenhouse gas reduction targets; and at helping the city meet the goals of the New Brunswick Climate Change Action Plan.


"Municipalities and communities are key partners in encouraging energy efficiency practices for our province," said Energy Minister Jack Keir. "It is terrific to see the City of Bathurst promoting energy efficiency and engaging its community in these efforts."


This month, 3,800 Bathurst homes will receive a Green-up Tool Kit, which includes one energy efficient compact fluorescent light bulb (CFL) bulb; brochures; and information on available rebates offered by Efficiency NB.


The kits will be delivered door-to-door by student volunteers from the environmental science classes at Bathurst High and Ecole Secondaire Nepisiquit. The kits will also include an entry form for a chance to be one of 25 homes selected for a bulb swap of up to 12 CFL bulbs per home.


Brenda Kelly, community development co-ordinator, says the group has set some ambitious goals for the campaign.

"Our goals are to distribute and to have installed 4,000 CFLs; to encourage 200 homeowners to have a home energy evaluation arranged through Efficiency NB; and to encourage 20 local businesses to complete an energy audit," she said.


Bathurst residents of all ages will be involved in the campaign, which will include a contest; educational activities for children; public information sessions; and workshops on energy efficient renovations for homeowners and contractors.

Belledune launches community conservation program with Efficiency NB (08/09/19)

BELLEDUNE (CNB) - With the announcement of a community conservation plan in partnership with Efficiency NB, the Village of Belledune has become one of New Brunswick's leading communities in promoting energy efficiency and taking action on climate change.


Minister of Energy Jack Keir praised the village for its leadership.


"Belledune joins a growing number of communities raising the awareness and importance of energy efficiency through a community campaign," Keir said. "The village is a great example for other New Brunswick communities, both big and small. Congratulations to Belledune residents, business owners, mayor, council and village administration for committing to become more energy efficient."


"Energy efficiency and partnering with communities are key components of our climate change action plan," said Minister of Environment Roland Haché. "In order to meet the objectives set out in the action plan, and remain positioned to be self-sufficient by 2026, our province needs more communities to be involved in taking action on climate change."


Mayor Nick Duivenvoorden pledged the village's commitment to the conservation initiative in front of residents, town officials and representatives from Efficiency NB at the Belledune Recreation and Cultural Centre.


"This is a positive step toward a more energy efficient future for Belledune," Duivenvoorden said. "In our homes, in our schools, workplaces and businesses we can all be more energy efficient and take steps to use less energy. We will all enjoy the benefits of making these small and large changes, and I hope all of you will join us in this exciting plan."


Homeowners received information on how to arrange for an energy audit of their home to measure its energy efficiency rating, the first step in using Efficiency NB's Existing Homes Upgrades program, which offers financial incentives and advice to make homes more energy efficient. There was also a light bulb exchange sponsored by Efficiency NB. Residents brought in an incandescent bulb and exchanged it for an energy efficient compact fluorescent bulb.


The village has completed energy audits on its five municipal facilities, with help from Enerplan consultants. Work is now ongoing to implement the recommended actions, and once complete, the village's energy savings are expected to be about $29,000 per year. This decreased energy use will also reduce greenhouse gas emissions generated by the facilities by about 167 tonnes, or the equivalent of 28 passenger vehicles being taken off the road for a year.

Province receives improved grade on energy efficiency report card (08/08/12)

SAINT JOHN (CNB) - The province has received a B- grade from the Canadian Energy Efficiency Alliance (CEEA) on its national report card on energy efficiency. The grade is an improvement from its 2005 grade of C+.


"I am pleased with the progress Efficiency NB has made since its creation in 2006, and I am proud of the work it has done," said Energy Minister Jack Keir. "In particular, it has shown excellent leadership in the last year with its existing homes retrofit program. The services provided improve every year, and I am sure this will be reflected in our next report card as well."


Efficiency New Brunswick's Existing Homes Energy Efficiency Upgrades Program has placed New Brunswick second only to Saskatchewan for the number of initial and post-retrofit audits conducted as a percentage of the existing housing stock. The Energy Efficient New Homes Program has successfully increased the market penetration of newly constructed EnerGuide 80 and R-2000 homes in the province to 15 per cent from 2.5 per cent.


As noted by the CEEA, Efficiency NB has one of the broadest mandates in the country, with responsibility for all energy sources and all sectors. In just two years it has had a significant response from both the commercial and industrial sectors in the province.


Twelve of the most energy intensive industrial operations in the province have signed on to its industrial program, and over 200 commercial buildings have taken the first step toward improving their energy efficiency. The recently announced single entry point to both the provincial and federal programs for New Brunswick commercial building owners is the first collaboration of its kind in Canada.


The high level of participation and the ease of access to energy efficiency programs in the province demonstrate Efficiency NB's ongoing success in developing client-focused programs that deliver measurable results.

SAINT JOHN (CNB) - Building owners and managers may now make a single application to the federal and New Brunswick governments for financial incentives to increase their energy efficiency.

The announcement was made today by Veterans Affairs Minister Greg Thompson, who attended on behalf of Natural Resources Minister Gary Lunn, and Energy Minister Jack Keir.

"I'm pleased to see that building owners and managers across the province will be able to access financial incentives more easily," said Thompson. "Our government has made it even easier for Canadians to keep more money in their pockets by investing in energy-efficiency improvements that also help the environment."

Applications to Efficiency NB's Energy Smart - Commercial Buildings Retrofit Incentive Program will now be automatically considered for the commercial and institutional component of the Government of Canada's ecoENERGY Retrofit program

"This is great news for many organizations in the province, which now can benefit from more funding with less paperwork," said Keir. "Today's announcement is a clear reflection of Efficiency New Brunswick's ongoing success in developing client-focused, energy-efficiency programs that deliver measurable results."

Efficiency NB offers a comprehensive choice of energy-efficiency programs. The agency designs and delivers innovative programs to reduce energy consumption and greenhouse gas emissions. It has an annual budget of $26 million to help homeowners and commercial and industrial clients with building and retrofitting for maximum energy efficiencies.

Interest in the Efficiency NB Energy Smart program is growing, and owners of more than 200 commercial buildings have taken the first step toward completing a pre-project energy audit. With this new initiative, it will be easier for building owners and managers to maximize their energy-efficiency potential. New Brunswick is the first province to collaborate to offer commercial building owners and managers a single entry point to both the provincial and federal programs.

By applying for incentives from both programs, organizations can receive up to $25 per gigajoule of estimated energy savings for a maximum combined incentive of $100,000.

SAINT JOHN (CNB) - The range of heating system choices available to homeowners in the province will be broadened through a Residential Off-Electric Baseboard Conversion Project offered through a partnership between Efficiency NB and Enbridge Gas New Brunswick. Efficiency NB President and CEO Elizabeth Weir, and Enbridge Gas general manager Dave Charleson, made the announcement today.

Under the project, up to 300 homeowners will be getting help to pay for conversion of baseboard heating and electric water heating systems to natural gas. Funding of up to $10,000 will be provided for a limited time for the conversions.

"Converting homes heated with electric baseboards to a central heating option requires the installation of both a heating system and ductwork, making it a more costly measure for homeowners," said Weir. " This pilot program will pool resources from Efficiency NB and Enbridge Gas New Brunswick to identify affordable solutions for homeowners considering this option."


"Enbridge Gas New Brunswick is pleased to join Efficiency NB on this project," said Charleson. "Homeowners participating in the program will not only help save the environment by choosing natural gas, but they can also save money."


Energy Minister Jack Keir praised the collaboration between Efficiency NB and Enbridge Gas.


"Electricity generation is the single largest source of greenhouse gas emissions in New Brunswick, and electric baseboard heating systems are the least efficient and least environmentally friendly heating option," said Keir. "So, non-electric, central heating makes sense because it reduces the demand for electricity generation and follows through on the recommendations made in the province's climate change action plan."


An analysis of the project will be undertaken after its completion to determine if the initiative should be continued.

Moving to a high-efficiency central heating system will further reduce a home's greenhouse gas emissions after energy efficiency renovations are completed through Efficiency NB's upgrades program. On average in New Brunswick, an electrically heated home produces more than twice as much greenhouse gas as a comparable home heated with a high-efficiency natural gas heating system.

Perth-Andover uses energy savings for free swimming and skating (08/06/06)

PERTH-ANDOVER (CNB) - Family fun and fitness are being promoted by the Village of Perth-Andover as it takes advantage of energy-cost savings to offer free swimming and skating for residents. The benefits come as part of the village's community energy efficiency campaign with Efficiency NB.


For almost a year the village has been working with Efficiency NB on an energy conservation program, and has completed a number of initiatives aimed at decreasing energy use in the village.


"I applaud Perth-Andover for finding a creative use for its energy savings," said Elizabeth Weir, Efficiency NB president and CEO. "The village has jumped on board with its energy efficiency efforts. By using the savings to provide free swimming and skating it demonstrates that energy efficiency can make resources available to provide additional services that benefit residents, and thank them for doing their part."


Perth-Andover is nearing the one-year mark of its two-year community campaign for energy efficiency, and is closing in on its goal to have zero growth in energy consumption in the first year.


The village has completed two compact fluorescent lights (CFL) giveaways, and recently held a drive to provide homeowners with water-heater blankets as well. A number of initiatives in schools have involved students from kindergarten to high school in environmental studies classes. As well, the village has begun retrofits to municipal buildings, and has encouraged homeowners to have energy audits and to install a minimum of four CFLs.


Perth-Andover Mayor Rick Beaulieu is proud of the residents' involvement in the community campaign.


"We all realize that there is a role for each of us to play in decreasing energy use and the impact of energy on the environment," Beaulieu said. "I am proud that our residents have been helping us achieve our ambitious goals so, it makes sense that we give something back."

Climate Action Fund investment to support energy efficiency program (08/06/03)

FREDERICTON (CNB) - Greenhouse gas emissions will be reduced in the province as a result of support from the Government of New Brunswick for an energy efficiency program.


The Department of Environment is providing Efficiency NB with $4,000,000 from the New Brunswick Climate Action Fund in support of a retrofit program that promotes energy savings for the province's existing commercial buildings.

Environment Minister Roland Haché made the announcement today.


"Our province must continue to be proactive in fostering energy efficiency in order to reduce greenhouse gas emissions, achieve the goals of the New Brunswick Climate Change Action Plan, and promote the sustainability of the environment," Haché said. "This investment in energy efficiency will further New Brunswick's progress toward these goals, which must be reached so that our province can be self-sufficient by 2026."


Efficiency NB's Energy Smart Commercial Building Retrofit Program assists existing commercial building owners and operators with financial incentives to make businesses more energy-efficient, reduce operating and maintenance costs, and improve the quality of facilities. The program supports a broad range of buildings within the commercial sector, including churches, grocery stores, retail buildings, recreational buildings, large multi-unit residential buildings, restaurants, hotels and municipal buildings.


With this additional support, the program will result in an anticipated total annual reduction of about 148,000 tonnes of greenhouse gas emissions.


Efficiency NB president and CEO Elizabeth Weir said that the funding will make the program more effective as a means to lessen the impact of energy use on the environment in New Brunswick.


"This investment will enable Efficiency NB to play a greater role in fostering energy efficiency and, at the same time, promote the sustainability of New Brunswick's environment and communities," Weir said.


Established from New Brunswick's portion of the federal government's Canada Eco-Trust for Clean Air and Climate Change, the $34-million New Brunswick Climate Action Fund is used to support projects that are in keeping with the goals of the New Brunswick Climate Change Action Plan. The three-year fund is dedicated to public-sector, private-sector and not-for-profit initiatives that will result in reductions or avoidance of greenhouse gas emissions and air pollution throughout the province.


"The N.B. Climate Action Fund is a financial resource that allows stakeholders to play a greater role in promoting the sustainability of our environment and helping New Brunswick to become self-sufficient," Haché said. "I commend all stakeholders in the public and private sectors who have already come forward to work with government by taking advantage of this opportunity to reduce greenhouse-gas emissions in New Brunswick."


The province launched the five-year New Brunswick Climate Change Action Plan in June 2007. As a result of New Brunswick-led initiatives in the plan, greenhouse gas emissions will be reduced in the province by 5.5 megatonnes annually in 2012. With the addition of federal initiatives, the plan will result in a reduction of New Brunswick's greenhouse gas emissions to 1990 levels in 2012. The achievement of these reductions will position New Brunswick to realize further reductions of 10 per cent below 1990 levels by 2020.

Efficiency NB's industrial program meets first-year targets (08/05/29)

FREDERICTON (CNB) - The first-year target for Efficiency NB's industrial program that was launched less than six months ago has been reached, Premier Shawn Graham announced today. A total of 10 of the province's largest industrial energy consumers have signed agreements committing to implement measures to decrease energy use.

The announcement was made at the annual meeting and conference of the Canadian Manufacturers and Exporters (CME) Association in Fredericton, where Graham spoke favourably of industry's level of interest in the program.

"I want to commend Efficiency NB and the participating companies who are showing leadership on reducing energy consumption," Graham said. "These companies are sending a strong message that you can be both profitable and environmental stewards. Industry can be more competitive by being more environmentally responsible."

The industrial program was designed for New Brunswick's top industrial energy consumers, which account for more than 90 per cent of the total energy consumed by the industrial sector.

Minister of Energy Jack Keir, who joined Graham and Environment Minister Roland Haché in making the announcement, also stressed the importance of investing in energy efficiency and the potential economic benefit.

"Industrial facilities are becoming more competitive by combining energy-cost savings, sustainable-energy-cost avoidances, and other productivity improvements," Keir said.

The program offers companies incentives of up to $500,000 in matching funding, depending on the range of energy efficiency measures implemented. It is also expected to leverage an additional $112 million in private sector investment in the province.

Funding for the industrial program has come in part from the Department of Environment's New Brunswick Climate Action Fund, which was established from New Brunswick's portion of the federal government's Eco-Trust for Clean Air and Climate Change Fund. The combined efforts of participants in the industrial program will result in a projected reduction in greenhouse gas emissions of up to 200,000 tonnes annually.

"Our province must continue to be proactive in fostering energy efficiency in order to reduce greenhouse gas emissions, achieve the goals of the New Brunswick Climate Change Action Plan, and promote sustainability of the environment," Haché said. "This significant investment in energy efficiency will further New Brunswick's progress toward these goals, which our province must achieve in order to be self-sufficient by 2026."

The high level of interest in the industrial program has demonstrated the industrial sector's increasing attention on energy use and environmental impact. Efficiency NB is ready to offer services to additional large energy users, and climate change funding makes this possible.

Efficiency NB has a broad mandate to promote energy efficiency in all sectors and with all energy sources. The industrial program is unique in its customized approach to providing industry with practical solutions for energy management, and focuses on identifying and supporting opportunities for energy efficiency projects, the development of energy-management information systems, and capacity building through custom technical support and training to facilitate operational and management best practices.

SAINT JOHN (CNB) - Organizations in New Brunswick will learn how to reduce energy costs and reduce greenhouse gas emissions, as Efficiency New Brunswick partners with Natural Resources Canada to bring the popular Dollars to $ense Energy Management Workshops to the province April 29-30 in Dieppe.


Since 1997, over 14,000 representatives of industrial, commercial and institutional organizations from across Canada have enrolled in Dollars to $ense workshops offered by Natural Resources Canada's Office of Energy Efficiency. The workshops offer energy savings tips to the commercial, industrial and manufacturing sectors.


Organizations that participate in the workshops will be well on their way to lowering operation and production costs and increasing operational efficiency. The energy-saving tips offered will also help organizations improve their competitive position, reduce greenhouse gas emissions, and create a better work environment.


"By fostering energy efficiency, these workshops will help our province meet the greenhouse gas emissions reduction targets of the New Brunswick Climate Change Action Plan and promote environmental sustainability," Environment Minister Roland Haché said.


The first workshop is Spot the Energy Savings Opportunities (April 29). Participants will learn to identify opportunities to save on energy use and reduce energy costs.


The second workshop, Energy Monitoring and the Energy Master Plan (April 30) will introduce participants to monitoring and analyzing energy use. They'll also learn how to quantify savings, build a framework for an energy management program, and identify the next steps for their organization.


The workshop leader is Steven Dixon, a well-known energy management consultant from Ontario.

"A key focus of Efficiency NB is to help build the capacity in New Brunswick to become better at energy management," Efficiency NB president and CEO Elizabeth Weir said. "Steven's workshops have had great reviews, and participants appreciate his approach to customize content based on the needs of his audience."


The workshops will take place in Dieppe, NB at the Atlantic Building Supply Dealers Association, 70 Englehart St. There are some spaces remaining and participants may register for one or both workshops by calling 613-996-0763 or contacting Vanessa D'Amours-Chénier at vdamours@nrcan.gc.ca. The registration fee is $150 for each workshop, which includes lunch.

The government launched the five-year New Brunswick Climate Change Action Plan in June 2007. As a result of the New Brunswick-led initiatives in the plan, greenhouse gas emissions will be reduced in the province by 5.5 megatonnes annually in 2012. With the addition of federal initiatives, the plan will result in a reduction of New Brunswick's greenhouse gas emissions to 1990 levels in 2012.

SAINT JOHN (CNB) - Efficiency NB is recognizing Earth Day with an in-store rebate campaign to educate New Brunswickers on the benefits of switching to compact fluorescent lighting (CFL) products, and to provide a financial incentive to help offset the cost of doing so.


Energy Minister Jack Keir is supportive of the program, and praised the initiative.


"On Earth Day, many of us reflect on how we can lessen our impact on the environment," Keir said. "Efficiency NB has provided the information and an incentive for each and every household to easily participate in reducing energy consumption and greenhouse gas emissions, which are key components of this government's Climate Change Action Plan."


A $2 instant rebate coupon is now available at participating grocery stores, department stores, home improvement centres, and hardware stores across the province, and may be used against the purchase of Energy Star® qualified CFL products until May 30.


"Switching to CFL products is one of the easiest ways you can reduce your household energy consumption," said Elizabeth Weir, Efficency NB president and CEO. "If everyone does a little, it can add up to a lot. Replacing the four most used bulbs in your home will save you about $22 in annual electricity costs. And if 15 per cent of New Brunswick homes participate in this way, it will reduce electricity usage by 11 million kilowatt hours a year."


The agency partnered with NB Power, Saint John Energy, and municipal electric utilities in Perth-Andover and Edmundston to include an insert in April power bills for all New Brunswick households. The insert provides information about CFL lighting products and the in-store rebate program.


"Replacing lighting is a great first step," Keir said. "I encourage homeowners, businesses and industrial operations to contact Efficiency NB for information on incentives and programs available to help with efforts to increase energy efficiency."

SAINT JOHN (CNB) - A non-profit research group has recognized Efficiency NB's Bright Ideas Commercial Lighting Program as part of a North American awards initiative to honour leading energy efficiency programs. The program was selected as an Exemplary Program by the American Council for an Energy-Efficient Economy (ACEEE), based in Washington, D.C.


The Bright Ideas Commercial Lighting Program makes high-quality, energy-efficient lighting products available for commercial new construction and retrofit projects at discounted prices, through an agreement with participating electrical distributors. The eligible lighting products provide better quality light, longer life, and lower operating costs.


"With the special pricing available through the Bright Ideas Commercial Lighting Program, building owners and operators can install better-quality lighting products on their projects at the same cost as standard products, and lower their electricity bills," said Efficiency NB president and CEO Elizabeth Weir. "For example, 25-watt reduced-wattage T8 lamps use 22 per cent less energy than 32-watt lamps, and have, on average, a 40 per cent longer lamp life.


"The success of the Bright Ideas Commercial Lighting Program in transforming New Brunswick's commercial lighting market to higher-efficiency products is also due to the participation of our partners in the lighting industry."

Programs selected for the honour were judged especially noteworthy for their effectiveness and innovation in helping customers achieve greater levels of energy efficiency in their homes and business facilities.

Launch of multi-year community energy efficient campaign (07/06/12)

PERTH-ANDOVER - Saturday, June 16 marks the launch of a two-year community undertaking by the Village of Perth-Andover in partnership with Efficiency NB to transform Perth-Andover into New Brunswick's leading energy efficient community.


The official campaign launch kicks off on Saturday morning at the Perth-Andover Farmer's Market. In addition to energy efficiency public education, the Village of Perth Andover, in partnership with Efficiency NB and Energy Minister Jack Keir, Minister responsible for Efficiency NB, will be offering a compact fluorescent light bulb (CFL) giveaway with pledge cards at the market.


The two local hardware stores, Home Hardware and Perth-Andover Building Centre, will be joining in the effort by providing discounts through coupons on additional purchases of CFLs on the day of the launch event. Efficiency NB will have an employee on site at both hardware stores to provide information on CFL's and Efficiency NB's programs.


The comprehensive energy efficiency campaign has set forth ambitious goals for maximizing energy use for both residents and commercial property owners in the village.


For residents, the campaign includes goals such as:

  • A minimum of four CFLs installed per household;
  • Fifteen per cent of the village's homes completing energy audits;
  • In the first year of the campaign, zero growth in energy consumption; and
  • A reduction of five per cent overall in energy consumption in the second year.

On the commercial side, the village's plan targets energy audits for 20 per cent of its commercial buildings by the end of the campaign, with three quarters of those businesses aiming to take advantage of Efficiency NB's Energy Smart - Commercial Buildings Retrofit Incentive Program.


The Village of Perth-Andover is also taking the message of the value of energy efficiency into the schools, with initiatives involving students from kindergarten right up to students in the high school's Environmental Studies class.


"I want to salute the genuinely inspired leadership that the residents of Perth Andover are demonstrating through this ambitious and exciting campaign," Keir said. "It demonstrates that a more energy efficient future for the province starts in our local communities, so that in the home, in our schools and in the workplace, more New Brunswickers like the residents and commercial property owners of Perth-Andover are putting improved energy efficient practices into action."

Since the launch of Efficiency NB's suite of residential programs in January 2007, interest has been soaring with, up to 400 inquiries per week. The spike in popularity of the programs has created sufficient demand for the addition of the two new service providers, increasing the number of energy advisors around the province from nine to 23, which will help reduce wait times for homeowners who choose to take advantage of Efficiency NB's Residential Upgrades Program.


The Residential Upgrades Program is based on the federal ecoENERGY Retrofit Homes Program, and all energy evaluation service providers must be trained and certified through Natural Resources Canada.

FREDERICTON (CNB) -- Three new commercial energy efficiency programs, representing an investment of $4 million, were unveiled today by Energy Minister Jack Keir and Efficiency NB president and CEO Elizabeth Weir.


"The programs announced today will have a broad reach across New Brunswick's commercial sector, and will provide better control of energy costs for small and medium-sized businesses and manufacturers," Keir said. "The larger the building, the more important it is for initiatives such as improving the efficiency of lighting, heating, as well as upgrades to mechanical systems and building envelopes. With small and medium sized manufacturers, there are opportunities to improve energy efficiencies in process equipment such as chillers, boilers and compressed air systems."


"The opportunities for New Brunswick building owners and business operators to invest in energy efficiency programs not only yield savings on energy costs, but also enhance resale value of their buildings, and provide a competitive leasing advantage over standard buildings," Weir said. "High efficiency buildings also make better workplaces, contributing to increased productivity and reduced absenteeism."

Today's announcement includes the following:


  • The Bright Ideas lighting program, which provides premium energy-efficient lighting products at the same cost or less than standard lighting products by providing direct incentives to electrical distributors. Unlike similar programs in other jurisdictions which require contractors to fill out forms and apply for rebates, the Bright Ideas program makes it simple for contractors to purchase premium efficiency lighting products for the same price as they would typically pay for standard products.

  • For existing buildings, the Energy Smart - Commercial Buildings Retrofit Incentive Program offers commercial building owners financial incentives of up to $2,000 towards an evaluation to determine the range of potential energy efficiency upgrades, and an incentive up to a maximum of $50,000 towards energy retrofit project costs. These building retrofits would also be eligible for further savings through the Bright Ideas lighting program.

  • With the Start Smart - New Commercial Buildings Incentive Program, financial incentives of up to $60,000 are provided to offset the additional costs associated with designing sustainable high-efficiency buildings based on estimated annual energy savings. Again, these buildings would also be eligible for the premium efficiency lighting products available through the Bright Ideas lighting program, which will further help to reduce annual building operating costs.

"By promoting sustainable design and construction of new buildings, we are helping to transform the commercial construction sector, and increasing expertise across all disciplines," Weir said. "This include architects, designers, contractors and tradespeople, making New Brunswick a leader in construction best practices, and raising the bar on efficiency standards for new buildings."


"Our government is keenly aware of the impact of energy costs on the bottom line of business in the province," Keir said. "Our focus with the announcement of Efficiency NB's commercial programs are on the needs of small and medium-sized businesses and manufacturers in the province. Efficiency NB will work closely with Business New Brunswick to leverage funding in order to assist small and medium size manufacturers to maximize energy efficiency within their facilities."

Launch of industrial energy efficiency program (07/04/24)

SAINT JOHN (CNB) - Efficiency NB will be up and running with its energy efficiency program for large industry this summer, Energy Minister Jack Keir, announced today.

The minister released details on the program that will assist New Brunswick's 40 largest energy users to reduce their energy intensity.

"As a result of a productive consultation with a cross-section of New Brunswick industries, Efficiency NB was able to move quickly to identify industry priorities for program development," Keir said. "Efficiency NB will be taking a custom solutions approach, focused on the energy efficiency priorities of individual eligible industrial facilities."

Efficiency NB's $4 million in industrial program funding, the beginning of a multi-year funding commitment, is designed to help accelerate investments by industry in energy-reducing practices and new equipment that will lower their energy intensity, allowing them to better manage their energy costs in the long-term while improving their competitiveness.

In developing this program, Efficiency NB will be adopting a targeted account management approach built on a close working relationship with individual industrial facilities in order to implement custom solutions to match the best energy efficiency opportunities of individual companies.

Financial incentives will focus on, but not be restricted to: opportunity identification; building capacity at the plant level by providing plant specific training and support for improved technical and management best practices; business case development for energy efficiency projects; sub-metering; and on a project by project basis, additional funding to help strategic projects meet company return on investment targets.

Companies participating in Efficiency NB's industrial program may also be eligible for financial assistance such as loans, loan guarantees, and/or strategic assistance from Business New Brunswick.

Keir noted that Efficiency NB was able to accelerate its program development because of work initially done last year by the Canadian Manufacturers and Exporters Association in its study of the energy efficiency potential for large industry. "That study identified a number of significant and successful efforts taken by industry leaders in the province," he said. "We want to build on that impressive record of success.

"With its Industrial Program, Efficiency NB is continuing to build on its successful record of innovative energy efficiency initiatives. Today's announcement represents a unique opportunity for New Brunswick's largest energy users to make sound investments to reduce their energy intensity - providing reduced costs for industry and a more secure energy future for the province."

$7.1 million invested to reduce impact of power rates on low-income households (07/04/23)

MONCTON (CNB) - The provincial government will enhance five programs, lessening the impact of the power rate increase by investing $7.1 million for clients receiving social assistance or housing assistance through the Department of Family and Community Services.


Minister of Family and Community Services Carmel Robichaud made the announcement today in Moncton, accompanied by Minister of Energy Jack Keir, and President and CEO of Efficiency New Brunswick Elizabeth Weir.


"These significant enhancements have been made to help ease the impact of the power rate increase," Robichaud said. "Today government is taking action to help those who need it most. These modifications will benefit more than 16,000 New Brunswick households receiving assistance from the department."


Keir said that his government is following through with its commitment to assist those who will be most affected by rate increases.


"I am very pleased with the announcement being made by the Department of Family and Community Services and Efficiency NB," Keir said. "I am especially pleased that the programs will help those thousands of New Brunswickers who will find the rate increase particularly challenging."


The enhancements include:

An 18 per cent increase to the Regular Fuel Supplement

  • This benefit will help about 2,000 New Brunswick households. Clients who heat with electricity will see this benefit increase to $780 a year, an increase of $120.

A 13 per cent increase to the Income Supplement Benefit

  • This benefit will help close to 6,000 households. The yearly amount will be $1,020, an increase of $120.

A 31 per cent increase to the Housing Heating Allowance

  • This increase will affect more than 5,900 households, and is the first increase since 1989. The new yearly average will be $1,020, an increase of $240.

An expanded Emergency Fuel Supplement

  • 1,200 additional social assistance clients who heat with electricity will now benefit from this supplement, which may be provided once per calendar year, to a maximum of $270.

An expanded Energy Efficiency Retrofit Program

  • 1,000 additional households may obtain funding from this program. In total, more than 2,200 New Brunswick households will benefit. The maximum grant contribution is $4,500 for single and semi-detached homes, and $1,500 per unit for multiple-unit buildings such as apartments and rooming houses.

Currently more than 4,200 public housing households do not pay a separate charge for heating costs.  The heating cost is included in the total rental cost, and residents have to use only 30 per cent of their income toward rent, with the province covering the remaining amount.

Backgrounder

Regular Fuel Supplement

  • The supplement is designed to assist social assistance clients with winter heating costs from November to April of each year.
  • To qualify, social assistance clients should have a mortgage or a rental payment of over $100 per month.
  • New rate effective November 2007.

Income Supplement Benefit

  • The monthly benefit is provided to social assistance clients with at least one dependent under 19 years of age, and who pay more than 30 per cent of their income toward rent.
  • New rate effective June 2007.

Housing Heating Allowance

  • The monthly allowance is provided to households receiving a rent subsidy, or individuals living in non-profit housing, and is determined by the size of the unit.
  • Residents use only 30 per cent of their household income to pay rent. In situations where heating costs are not included in the rent, a heating allowance is provided.
  • New rate effective June 2007.

Emergency Fuel Supplement

  • The supplement has been enhanced to recognize the hardship which social assistance clients who heat with electricity may experience as a result of the power rate increase.
  • The once-per-calendar-year benefit of up to $270 is provided to qualifying families.
  • This supplement has been expanded to include social assistance recipients who are not eligible for the Regular Fuel Supplement, Income Supplement, or a heating allowance.
  • Effective November 2007.

Energy Efficiency Retrofit Program

  • The Energy Efficiency Retrofit Program, a program currently offered to low-income households, is delivered through a partnership of the Department of Family and Community Services and Efficiency NB, and is available to both homeowners and owners of residential rental properties occupied by low-income tenants.
  • The program provides financial assistance in the form of a non-repayable grant for energy-efficiency upgrades such as energy-efficient heating systems, air sealing, insulation, ventilation systems, and, in some instances, windows and doors.
  • Efficiency NB will provide energy audits on homes, at no cost to eligible homeowners.

MIRAMICHI (CNB) - Premier Shawn Graham today unveiled a comprehensive set of four residential energy efficiency programs that are immediately available to New Brunswick homeowners.


"These wide-ranging programs, developed and administered by Efficiency NB and the Department of Family and Community Services, are the most innovative and comprehensive package of home energy efficiency programs offered by any jurisdiction in Canada, making New Brunswick the national leader in providing home energy efficiency programs," Graham said. "These programs represent a commitment of more than $26 million in 2007-2008 by the provincial government for residential energy efficiency improvements - that's an increase of more than 200 per cent. Clearly, we are serious about energy efficiency and we want to help New Brunswickers do even more."


The premier said the benefits of these programs would be immediately available to the owners of new and existing homes, as well as to the owners of small apartment buildings - the first provincial program of its kind in Canada.


"We recognize that New Brunswickers need home energy efficiency programs that are flexible and provide choice for property owners," Graham said. "The programs that we have announced today will help reduce both energy use and energy costs for homeowners, as well as landlords, or tenants who pay the energy bill."


"These home energy efficiency programs are a win/win for both New Brunswick homeowners and for the environment," said Energy Minister Jack Keir, Minister responsible for Efficiency NB. "An energy efficient home provides comfort and value to the homeowner, and it produces far less greenhouse gas emissions. Using energy more efficiently is a key factor in combating climate change and global warming."


Graham said that by expanding the funding available to existing homes for energy efficiency renovations through Efficiency NB's 'Existing Homes Upgrades Program', more New Brunswickers will be encouraged to undertake energy efficiency improvements.


To assist in this objective, the government has reduced the cost of an EnerGuide rating-based home energy evaluation. Homeowners will now pay only $50 for an EnerGuide rating-based evaluation on an average-sized home. New Brunswickers now have access to the most affordable home energy evaluations in the country.


Today's announcement includes:

  • The Expanded Existing Homes Upgrades Program offers homeowners a grant of up to $2000 or an interest free loan of up to $10,000 to make energy efficient improvements to their home.

  • The Multiple Unit Residential Building Program (MURB) provides financial assistance to small apartment owners who want to make their buildings more energy-efficient. This provincial program is the first of its kind in Canada.

  • The Energy Efficiency Retrofit Program for low-income households provides free home energy evaluations and a provincial grant of up to $4500 towards energy-efficient upgrades to individual homes and $1,500 per unit for low-income apartments and rooming houses.

  • The New Homes Program provides financial assistance to support the construction of new homes built to the EnerGuide 80 or R2000 certification. Additional incentives are available under this program for homeowners who choose non-electric central heating options as well as an Energy Star lighting and appliance package.

Electric heat is one of the least efficient and least environmentally friendly heating options a homeowner can choose. Because of losses at the power plant and in transmission lines, electricity for space heating is only 30 per cent efficient once delivered to a homeowner's door. Because more than half of our electricity is generated from oil and coal, an electrically heated home produces twice as much greenhouse gases as one heated by an oil or natural gas home heating system.


"If we are to build a sustainable energy future in New Brunswick, then we need to reduce the amount of electricity needed to heat our homes, and the best time to do this is before you build that new house," the premier said. "I am delighted that a number of fuel companies and industry organizations, such as Enbridge Gas New Brunswick, Irving Oil and the Canadian Oil Heat Association have shown their support for these programs, by offering additional incentives to homeowners who qualify for the New Homes Program."


"The Department of Family and Community Services is pleased to continue its partnership with Efficiency NB in the delivery of the Energy Efficiency Retrofit Program for low-income households," said Mary Schryer, Minister of State Responsible for Housing. "This program provides financial assistance to help low-income New Brunswickers make their homes more energy efficient while reducing their energy consumption."


The premier also welcomed the federal government's announcement earlier this week indicating their renewed commitment to home energy efficiency initiatives.


"We applaud their intention to support our programs, and we look forward to a full and productive partnership with them," Graham said. "Our goal is to ensure that home energy efficiency is within the reach of every New Brunswicker.


To that end, Efficiency NB will continue to develop leading programs to ensure that New Brunswickers have the information, programs and services that they need to make informed choices that will maximize home energy use and reduce its impact on the environment."

SAINT JOHN (CNB) - Homeowners and landlords in New Brunswick can now take advantage of the Energy Efficiency Retrofit Program for low-income households, Premier Bernard Lord announced today.

Lord was joined for the announcement by Family and Community Services Minister Madeleine Dubé and Energy Minister and Minister responsible for Efficiency NB Brenda Fowlie.


"The Energy Efficiency Retrofit Program provides financial assistance to help low-income New Brunswickers make their homes more energy efficient," Lord said. "The program and the $5.3 million in provincial funding demonstrate government's commitment to supporting energy efficiency for the province and for all New Brunswickers. Our goal will be to retrofit about 1,000 low-income homes or rental units over the next year."


The Energy Efficiency Retrofit Program for low-income households is offered through a partnership of the Department of Family and Community Services and Efficiency NB, and is available to both homeowners and owners of residential rental properties occupied by low-income tenants.


Family and Community Services will invest $4.8 million to provide assistance in the form of a non-repayable grant for energy-efficiency upgrades such as energy-efficient heating systems, air sealing, insulation, ventilation systems, and, in some instances, windows and doors. The maximum grant contribution is $4,500 for single and semi-detached homes, and $1,500 per unit for multiple-unit buildings such as apartments and rooming houses. Efficiency NB will contribute $500,000 to provide energy audits on homes, at no cost to eligible homeowners.


"The Energy Efficiency Retrofit Program will compliment Family and Community Services' existing Federal/Provincial Repair Program for low-income homeowners, as well as the Rental Rehabilitation Assistance Program for low-income renters," Dubé said. "These programs provide financial assistance to bring dwellings up to a minimum level of health and safety in the areas of structural soundness, electrical systems, plumbing systems, heating systems, and fire safety. With the addition of the Energy Efficiency Retrofit Program for low-income households, we will assist New Brunswickers to make their homes more energy efficient."


"We are very pleased to be partnering with the Department of Family and Community Services to make energy efficiency accessible for low-income homeowners in New Brunswick," Fowlie said. "New Brunswick has the oldest housing stock in the country, and this joint effort will allow us to bring the benefits of energy efficiency to even more homeowners in the province. The program for low-income households reinforces the goals of Efficiency NB, whose mission is to offer practical solutions to help New Brunswickers use energy more efficiently, make better energy choices, manage energy expenses, and lessen the impact of energy use on the environment."


Today's announcement supports two goals of the province's Five in Five Initiative, which will see New Brunswick have the greatest reduction in poverty and the biggest reduction in air pollution in Canada within the next five years. This program will result in lasting improvements to the province's housing stock, and also encourage low-income homeowners to consume less energy and reduce greenhouse gas emissions in coming years.

Upgrades program well received by homeowners (06/06/08)

FREDERICTON (CNB) - Public response to the New Brunswick Existing Homes Energy Efficiency Upgrades Program has been very positive.


"We have been very pleased with public response to the New Brunswick Existing Homes Energy Efficiency Upgrades Program," said Energy Minister Brenda Fowlie. "In only three-and-a-half months well over 600 home-energy audits have been completed. The people of New Brunswick have clearly demonstrated that they appreciate the upgrades program, and welcome such an initiative."


The upgrades program utilizes a home-energy evaluation system that provides homeowners with detailed reports - including recommendations for concrete efficiency improvements - on the energy performance of their homes.

Either an interest-free loan or an HST rebate is available through Efficiency NB to help homeowners make the required energy renovations.


"With the upgrades program the goal is to triple or quadruple the undertaking of energy-efficiency renovations by homeowners in New Brunswick, and it is clear that we will meet, and likely exceed that goal," Fowlie said.

Although a federal grant through the EnerGuide for Houses program is no longer available to homeowners, Efficiency NB has made a commitment to ensure that home-energy evaluations will continue to be accessible for New Brunswick homeowners.


"The province has the oldest housing stock in the country, so the value of independent, professional advice offered by energy advisors to homeowners is essential if we want to achieve significant, measurable and lasting energy savings," Fowlie said.


In addition to the upgrades program, Efficiency NB is active in developing new energy-efficient programs which will be announced later in the year.


Efficiency NB offers sound advice and practical solutions to help New Brunswickers use energy more efficiently, make better energy choices, manage energy expenses, and lessen the impact of energy use on the environment.

MONCTON (CNB) - The New Brunswick Existing Homes Energy Efficiency Upgrades Program is now available to New Brunswick homeowners. Energy Minister Bruce Fitch announced the new program today in Moncton.


The program has been developed by Efficiency NB, the New Brunswick Energy Efficiency and Conservation Agency, to provide New Brunswick homeowners with financial assistance to make their homes more energy-efficient.

"This program for existing single-family homes will provide financial incentives for applicants who make energy-efficient improvements to their homes as recommended through the federal EnerGuide for Houses program," Fitch said. "This program, and the more than $5 million set aside for it, demonstrates government's commitment to supporting energy efficiency for the province and all New Brunswickers."


The New Brunswick Existing Homes Energy Efficiency Upgrades Program has been designed to leverage the existing federal EnerGuide for Houses retrofit grants, and to provide additional financial incentives to homeowners looking to make energy-efficient improvements. The provincial program will follow the EnerGuide for Houses eligibility criteria in order to ensure consistency, and will focus on home improvements that can show real efficiency gains.

Homeowners will be required to apply first to the federal EnerGuide for Houses program.


"Tying the program to EnerGuide is practical," Fitch said. "It takes advantage of a program that is up and running, provides homeowners with the information needed to make the best investment, allows New Brunswick homeowners access to federal grants, and has a built-in savings verification system."


After first applying to the federal program, the province will provide homeowners with a $50 EnerGuide evaluation coupon that will be applied against the cost of an EnerGuide evaluation.


Applicants who make the EnerGuide-recommended home improvements, confirmed by the EnerGuide evaluation, will then have a choice under the New Brunswick Existing Homes Energy Efficiency Upgrades Program of:


  • An interest-free loan of up to $10,000 to help finance recommended energy-efficiency improvements; or
  • A cash rebate of up to $1,500 for the 15 per cent HST for eligible expenses in making energy-efficiency improvements.

All those presently engaged in a federal EnerGuide for Houses audit, but who have not had their final evaluation completed before Sept. 9, 2005, will still be eligible for the $50 EnerGuide evaluation coupon, and will be able to apply for the loan or HST rebate.

SAINT JOHN (CNB) - Elizabeth Weir will be the president and CEO of the new Energy Efficiency and Conservation Agency of New Brunswick, Premier Bernard Lord announced today.

"I am very pleased that Elizabeth has accepted to take on this challenge," Lord said. "She has built a long career as an advocate for New Brunswick children, seniors and families. We are very pleased that she will be leading this new and challenging agency."


The agency will help consumers lower energy bills and better deal with energy price impacts through conservation; provide financial incentives to help working and middle class families make better energy choices; provide incentives for businesses to improve energy conservation, and increase competitiveness for business and industry in the province.


"I also believe that the agency's home should be right here in Saint John - the energy hub of Atlantic Canada," the premier said. "Energy is critical to our future prosperity, and we are committed to developing the Saint John region as our energy hub."


The initial work of the New Brunswick Energy Efficiency and Conservation Agency will:

  • include making itself known to the province, and also embark on loan and rebate programs to provide immediate help to homeowners;
  • include partnering with the federal Energuide program to perform in-home audits that will help determine what type of assistance would best work in certain dwellings;
  • make zero-interest loans and HST rebates available for such measures as caulking, weather stripping, installation of electronic and programmable thermostats, basement/wall and attic insulation; the installation of insulated doors, thermal windows and tune ups for furnace burners;
  • provide new home rebates for high efficiency measures in central heating systems and non-electric heating sources.

The Energy Efficiency and Conservation Agency will unveil more details on its programs in the weeks ahead, including special provisions which will be available for low-income families in New Brunswick.


The agency will have an advisory board and will begin work on Nov. 1, 2005.
